1. Background
Panchtara Yuwa Samrakshak Manch (PTYSM), Jajarkot is an NGO dedicated to upholding the rights of marginalized and excluded communities through community empowerment, promoting equality and social justice, livelihood improvement (by vocational skills, agriculture and non-agriculture), improving education, health nutrition status and disaster management in the district focusing women, children, Dalit, Janajati and vulnerable people. The organization has a vision of a just and prosperous society where people having access and ownership over resources. PTYSM has been implementing various project/Program funding support from different partners organizations. The Karnali Earthquake Recovery – Inclusive livelihood project is implementing two Local Governments (LGs) namely Nalgad Municipality, Jajarkot and Sanibheri Rural Municipality Rukum (West). Overall project goal is to “Improved disability inclusive and accessible recovery program and restore livelihood opportunities to the earthquake-affected households through risk reduction and climate adaptive technologies.”
Karnali Earthquake Recovery – Inclusive livelihood project is implementing with the funding support of CBM Global. To conduct vulnerability and capacity assessment from DI perspective in ward and municipalities (OPD involvement and support). This ToR has been prepared.
Assimilating the disaster, climate change resilience, improve in livelihood for Disability Inclusion (DI) then local governments will success to endorse the livelihood status of people who are most affected by earthquake and who are living below absolute poverty line.
2. Objectives of the VCA assessment
The overall objective of this assignment is to prepare Local Disaster and Climate Resilience Frame-Work (LDCRF) of the Nalgad Municipality and update the climate and disaster risks for disability inclusive livelihoods and find the potential opportunities (Natural landscape, land fertility, production, market technology adoptability, networking financial institutions etc.) for farmer field schools and graduation approaches under LDCRP.
3. The specific objectives are:
- Engage Organization of Person with Disability for comprehensive support in strengthening disaster resilience and adaptive capacity in terms of climate change.
4. Scope of assessment
- Identify relevant stakeholders for vulnerability and capacity assessment.
- Gather data on local hazards and risks relating to DI livelihood.
- Involve OPD in identifying key support areas.
- Evaluate existing infrastructure, agriculture, livelihood, CCA and disaster preparedness measures.
- Climate change impacts and disaster preparedness for person with psychological disabilities.
- Assess local capacity for climate and disaster response and recovery.
- Analyze vulnerability factors across different community sectors.
- Consultation, Collaboration and Planning for VCA and LDCRF: The consultant will work closely with municipal authorities, relevant stakeholders Orientation, briefing and planning meeting with municipal authorities and project team should be conducted as per the need in the process of conducting VCA and LDCRP update and preparation.
- Prepare VCA action plan for Disability inclusive livelihood based on the finding of climate crisis and disaster risks of each single wards.
- Conduct Vulnerability and Capacity Assessment (VCA) of the wards: Collecting and reviewing of existing data on disaster and climate risks and community vulnerabilities. Plan and manage field visits for conducting ward level VCAs and to prepare and update the LDCRP considering disability inclusive livelihood.
- Prepare/ Update inclusive Local Disaster and Climate Resilience Frame-Work (LDCRF): Based on the field findings and review of existing documents, inclusive LDCRP will be prepared as per guideline on Disability Inclusive VCA, Government of Nepal focusing Disability Inclusive Livelihood. The draft report will be reviewed and validated in consultation with stakeholders including municipal authorities, project team, technical input from CBM Global. All collected feedback will be incorporated and the final report will be prepared and submitted to respective wards.
5. Methodology
- The consultant adheres to the Local Disaster and Climate Resilience Frame-Work (LDCRF) guidelines, Disaster Risk Management (DRM) frame work 2025 – 2030, inclusive livelihood frame work and user guideline on Disability inclusive VCA and detail methodology should be mentioned in the technical proposal.
- Discussion with Disability Inclusion (DI), Local Governments/wards of both Palika and community level stakeholders.
6. Deliverables
The followings are the expected deliverables:
- Inception Report: An inception report that includes conceptual understanding of issue and research framework, concrete research questions aligned with research objectives, methodology for data collection, tools used and analysis including work plan, and time schedules, and the tentative table of content for the final report (Guideline on Disability Inclusive VCA).
- Ward wise inclusive VCA report and its action plan based on (LDCRP and User Guideline on disability inclusive VCA) to be shared with respective and municipal (Nalgad Jajarkot and Sanibheri RM Rukum west)
- Final inclusive LDCRF-VCA report of Nalgad Municipality (Ward no. 1 & 3 of Nalgad Municipality, Jajarkot and 2, 3 and 9 wards of Sanibheri RM Rukum (West). Written in Nepali language acceptable by the municipality.
- Summary report report/ brief process report on conducting VCA and LDCRF (Nepali/ English) – for PTYSM & CBM Global.

8. Timeline:
The consultancy is expected to be completed in 20 days from the inception period. (Community consultation and workshop-12 days, Validation workshop-8 days, Final Report preparation and submission to municipalities.)
9. Special Terms & Conditions / Specific Criteria
- Minimum 5 years of relevant experience, preferably in disability inclusive livelihood, developing disaster risk reduction or management plans in development sectors, I/NGOs.
- Skills and experience in preparing the strategic action plan of local governments (preferably VCA, LDRMP, LAPA, LDCRP, DPRP, short term and long-term development plan).
- Good communication and written skills. On time delivery of the outputs.
- Sensitive towards gender, disability and social inclusion. Adhering to the Child Protection and Safeguarding Policy of the organization.
10. Roles and Responsibilities:
The consultant will be responsible for:
- Develop and share tools for undertaking the assignments to deliver the envisaged outputs.
- Develop and share a final work plan for undertaking an assignment with the support from the project
- Conduct/facilitation ward level workshops and field visits/assessments after the agreed tools and work plan.
- Data compilation and analysis
- Presentation/provide of draft findings to the municipal authorities, PTYSM and CBM Global.
- Finalization and update the existing LDCRF (VCA report with its action plan focusing DI livelihood) according to feedback provided.
- The consultant will report to PTYSM and will work closely with the project team and task force committee of municipality throughout the consultancy period. The final VCA report will be accepted by CBM Global after which it will be finalized by incorporating feedback from CBM Global and LG.
11. Evaluation Criteria
PTYSM will review the proposals based on consultant's similar working experience and knowledge on the Inclusive livelihood and Disability inclusion perspective and provide feedbacks.
12. Required documents:
- A cover letter expressing the interest in the assignment.
- A detailed proposal outlining approach, methodology, and timeline and CVs of team members.
- A financial proposal outlining the cost associated with the assignment
- Firm/individual registration and renewed certificate.
- PAN /VAT registration certificate
- Tax clearance certificate/ Tax exemption certificate whichever applicable.
- One Sample of report related to the assignment.
13. Payment Modality
The Consultant shall be paid in three installments upon request with tax invoices:
- First Installment: 30% of the contract amount shall be paid upon submission of inception report with detailed methodology framework and plan and acceptable to the procuring entity.
- Second installment: 40% of the contract amount shall be paid upon submission of the draft report and acceptable to the procuring entity.
- Third/Final Installment: 30% of the contract amount shall be paid upon completion and submission and acceptance of the final report.
