1. Background
Multi-dimensional Action for Development (MADE) Nepal is a non-governmental organization working to strengthen the resilience, livelihoods, and wellbeing of vulnerable communities through climate-smart agriculture, disaster risk reduction, environmental conservation, and inclusive community development.
MADE Nepal is implementing resilience-building and community empowerment initiatives that focus on improving the knowledge, capacity, and leadership of local communities, volunteers, and facilitators. These initiatives particularly prioritize the participation of women, youth, persons with disabilities (PwDs), and marginalized groups.
Communities in many rural areas face increasing challenges due to climate change, disasters such as floods and storms, water and sanitation issues, livelihood insecurity, and limited awareness about climate justice and environmental sustainability. Addressing these challenges requires practical knowledge and locally relevant learning tools that help communities understand risks and take action.
To support this process, MADE Nepal intends to develop a set of structured learning modules on:
- Climate Action
- Disaster Risk Reduction (DRR)
- Water, Sanitation and Hygiene (WASH)
- Sustainable Livelihoods
- Climate Justice and Social Inclusion
Through these learning modules, communities, volunteers, and facilitators will gain clear knowledge, skills, and practical tools to understand local challenges and implement community-based solutions.
Therefore, MADE Nepal seeks to engage a qualified consultant to develop comprehensive and user-friendly learning modules for community-level capacity building.
2. Objective of the Assignment
The overall objective of this assignment is to develop practical and participatory learning modules that strengthen the knowledge, skills, and capacity of communities, volunteers, and facilitators to address climate change, disaster risks, WASH challenges, livelihood security, and climate justice issues.
Specific Objectives
- Develop structured learning modules on climate action, DRR, WASH, livelihoods, and climate justice.
- Ensure the modules are easy to understand and suitable for community-level learning.
- Integrate participatory learning approaches, practical exercises, and case examples.
- Ensure the modules promote inclusion of women, youth, PwDs, and marginalized groups.
- Provide tools and facilitation guidance for trainers and community facilitators.
3. Scope of the Assignment
The consultant/firm will be responsible for the following tasks:
3.1 Consultation and Planning
- Conduct an online meeting with the Executive Director and relevant project staff.
- Review existing project documents, training materials, and relevant policies.
- Finalize module framework, structure, and learning approach.
3.2 Module Development
Develop learning modules covering the following thematic areas:
Climate Action
- Understanding climate change and local impacts
- Climate adaptation and mitigation practices
- Climate-smart agriculture and environmental protection
- Community-level climate action planning
Disaster Risk Reduction (DRR)
- Understanding hazards, risks, and vulnerabilities
- Community-based disaster risk management
- Preparedness and response planning
- Early warning systems and community response
WASH (Water, Sanitation, and Hygiene)
- Safe water management
- Improved sanitation practices
- Hygiene behavior change
- WASH during emergencies and disasters
Sustainable Livelihoods
- Diversified livelihood opportunities
- Climate-resilient agriculture and local enterprises
- Financial literacy and income generation
- Community-based economic resilience
Climate Justice and Social Inclusion
- Understanding climate justice and equity
- Rights of vulnerable communities
- Gender equality and social inclusion
- Inclusive participation in climate and DRR decision-making
3.3 Learning Design
The modules should include:
- Learning objectives
- Key concepts and explanations
- Participatory exercises and activities
- Case studies and local examples
- Practical tools and checklists
- Visual aids (charts, diagrams, illustrations where appropriate)
- Facilitation notes for trainers
- Monitoring and reflection questions
3.4 Validation and Finalization
- Present draft modules to MADE Nepal team for feedback.
- Revise modules based on feedback.
- Submit final learning modules ready for training use.
4. Qualification of Consultant
Consultants must meet the following criteria:
- Minimum 5 years of professional experience in climate change, DRR, WASH, livelihoods, or community resilience programming.
- Proven experience in developing training manuals or learning modules for community or NGO programs.
- Strong understanding of community-based disaster risk reduction and climate adaptation.
- Experience working with women, youth, PwDs, and marginalized communities.
- Excellent facilitation, training design, and communication skills.
5. Methodology
The consultant/firm will apply a participatory and inclusive methodology that may include:
- Desk review of relevant literature and project documents
- Consultation with MADE Nepal staff and stakeholders
- Participatory training design approach
- Integration of practical exercises, group discussions, and community examples
- Incorporation of inclusive and accessible learning methods
- The proposed methodology must be clearly described in the inception plan.
6. Deliverables
The consultant/firm will deliver:
- Draft Learning Modules
- Modules covering all five thematic areas
- Final Learning Modules
- Revised and finalized modules after feedback
- Training-ready materials with facilitation guidance
- Final Assignment Report
- Summary of methodology
- Key recommendations
7. Required Documents
Interested consultants must submit:
- Letter of Interest with proposed consultancy fee
- Updated CV(s) of consultant(s)
- Copy of PAN/VAT and registration documents
8. Ineligibility Criteria
Applicants will be excluded from participation if they:
- Have been found guilty of professional misconduct
- Have been involved in fraud, corruption, or illegal activities
- Engage in child labour or violate workers’ rights
