Consultancy for Flood Risk Assessment of the Banganga River Basin to Support Impact-Based Early Warning and Early Action

1. Background

People in Need (PIN), through the UK International Developmentfunded RAIN Programme, is supporting the Government of Nepal, Department of Hydrology and Meteorology (DHM), and local governments to strengthen impact-based flood Early Warning and Early Action (EW-EA) systems.

The Banganga River Basin in Kapilbastu District (935 km²) is highly flood-prone, affecting six municipalities: Banganga, Yasodhara, Shivaraj, Maharajgunj, Kapilvastu and Buddhabhumi. Recurrent riverine and flash flooding causes significant impacts on lives, livelihoods, infrastructure, agriculture, and critical services particularly among landless households, informal settlements, women-headed households, persons with disabilities, Dalit and marginalized groups.

While hydrological monitoring and warning dissemination will be strengthened through the installation of hydro-meteorological stations by RAIN in collaboration with DHM, a critical gap remains in understanding who is at risk, where they are located, and what level of flooding will affect them. Without detailed exposure, vulnerability, and impact modelling, early warnings cannot be translated into targeted, life-saving early actions.

This assignment will therefore produce a spatially explicit flood risk profile of the Banganga Basin, using flood modelling to quantify:

  • Flood extents, depths and durations
  • Exposed populations, settlements, infrastructure and livelihoods
  • At-risk social groups and their distribution
  • Priority locations for early warning thresholds and early actions

This will directly enable impact-based early warning, trigger design, and early action action planning under RAIN.

2. Objective of the Assignment

The overall objective is to generate a comprehensive flood risk assessment of the Banganga River Basin to support impact-based Early Warning and Early Action (EW-EA).

Specifically, the consultancy will:

  1. Model flood hazards (extent, depth, velocity and duration) for the Banganga River Basin under multiple flood scenarios;
  2. Map exposure and elements at risk, including settlements, population, infrastructure, livelihoods and services;
  3. Identify at-risk communities and social groups (women, children, elderly, persons with disabilities, landless, Dalits, informal settlements, etc.) with population numbers;
  4. Translate flood modelling outputs into impact-based risk layers that can be used for:
    1. Early warning thresholds
    2. Trigger setting for early action
    3. Targeting of evacuation, shelter, cash, livestock and WASH actions

Application procedure

  • Financial proposal budget breakdown
  • A copy of the Company Registration certificate (where applicable)
  • A copy of VAT certificate and/or PAN details (obligatory)
  • A copy of tax clearance for the latest fiscal year (where applicable)
