Background:
The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to achieve the eradication of poverty, build resilience and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results.
In Nepal, UNDP works together with the people and the Government of Nepal, international development partners, civil society, and the private sector in helping the country achieve the Sustainable Development Goals, particularly focusing on three key areas: a) sustainable and inclusive economic transformation; b)governance, federalism, participation, and inclusion; and c) environmental sustainability, climate, and disaster resilience. UNDP works in coordination with other UN agencies in Nepal, and its activities are guided by its Country Programme Document (2023-2027) agreed with the Government of Nepal under the broader United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027.
Electronic Governance or E-governance is seen as an effective way to provide better and faster services to the people as there is Transformative development in Information and Communication Technology (ICT) in the world. Diffusion of ICT has transformed governance. This rapid diffusion has enhanced governments’ ability to deliver and execute key services crucial to its people in a citizen-centric and userfriendly manner. As a result, people’s ability to participate in decision making processes, to influence government and the ability to hold government accountable has also increased significantly. More widely, Nepal’s digital transformation efforts aim at creating a digital society which necessitates close cooperation between public sector, private sector, academia, and civil society. E-governance is the use of information and communication technologies (ICTs) to improve the efficiency, transparency and accountability of government operations and services. The United Nations defines egovernance as “the application of ICT in government operations, achieving public ends by digital means”.
It is an important aspect of modernizing the public sector and can have a significant impact on the economic growth of a country. To harness the potential advancement of ICT in governance, the Government of Nepal (GoN) has adopted several initiatives to promote e-governance for provide better and faster services to the people.
