About the project

Nepali Yuwa in Climate Action and Green Growth (NYCAGG) project is funded by the European Union and aims to create an impact where young people make their communities sustainable and resilient. NYCAGG is a four-year-long project that will be implemented in Madhesh, Karnali Province, and Sudurpaschim Province through the Consortium Lead - Youth Innovation Lab (YI-LAB), and Consortium Partners - Restless Development Nepal, CREASION, and CDMS.

NYCAGG focuses on working with young people, and empowering and providing them a platform to aid towards the post-COVID recovery and development process. Furthermore, the activities under Climate Fellowship, Climate Smart Entrepreneurship, Mentee-mentorship, Digital Advocacy, and Youth Sounding Board work towards empowering young people, providing them employment opportunities, generating innovative ideas to address climate and environmental issues, and advocating for policy changes to promote environmental protection.

Objective of the consultancy

The objective of the Consultancy is to support in the organizational development of YI-Lab and its consortium partners regarding financial management & compliance and provide technical support to ensure that organization and donor’s compliances are met.

YI-Lab invites dynamic, enthusiastic, and experienced firm/consultant to apply for the position.

Required Experience

  1. At least ten years of working experience in non-profit organization/NGOs/INGOs including financial management and compliance and expenditure verification of projects funded by EU, and other funding agencies;
  2. Direct experience of operating at the governance level of one or more organizations at national, regional or international level;
  3. Proven experience in compliance management and quality assurance of EU funded projects including financial, procurement, and HR;
  4. Sound analytical ability, good judgement, attention to details and accuracy, and strong operational focus;
  5. Proven experience in organizational capacity development of NGOs/CSOs; and 
  6. Proven operational management experience in the international NGO or NGO or donors.

Scope of the Work

The consultant will provide guidance for the organizational development and provide advisory inputs compliance management for Youth Innovation Lab. Major engagement is mentioned below linked with deliverables:

Task 1

Expenditure verification of year-1 of Nepali Yuwa in Climate Action and Green Growth project (4 days)

Deliverable 1

Review and Recommendation of the Expenditure recorded

Task 2

Conduct a 2-day workshop on Financial Compliance management to consortium team members. (2.5 days)

Deliverable 2

Presentation and workshop report*

Task 3

Provide inputs for policies and guidelines (such as financial policy, authority delegation memos, chart of accounts, revised organogram, job descriptions), so that the documents are in-line with the compliances of the Government of Nepal, SWC, and donor agencies. (1.5 days)

Timeframe and supervision

The calculated duration for the consultancy will be 8 days from May to 15 July 2023.

The consultant will directly report to Executive Director and work together with Director of Finance and Admin, project lead, finance officer and project staff from consortium partners.

Payment Schedule 

  1. 50% of the total contractual amount will be paid after completion and approval of deliverables number 1 and 2. 
  2. Remaining 50% of the total contractual amount will be paid after the completion and approval of remaining deliverables number 3.
