1. Background

Association of Youth Organizations Nepal (AYON) is currently undertaking ‘Youth for Climate Action (YCA)’ project, in Nepal with partners British Council, to offer Nepalese youth an opportunity to engage in community level climate action (raising awareness, mitigation and adaptation) to develop their knowledge, skills, and networks to offer better, more impactful, and sustainable solutions to pressing social, economic, and environmental climate related issues through engagement of local communities. The project is providing support to bridge the gap of involvement of young women and men in policy advocacy and climate action, by building their capacity as well as providing them platforms and networks. The project will provide skills and capability to young people, provide connections to young changemakers to enable them to take actions, and provide them voice and skills to deliver outcomes in their communities.

A key component of the project is leadership development of young people through use of a toolkit devised by the British Council building on the Global Active Citizens program and other regional Climate Change resources. The content of this toolkit provides basic guidelines and facilitator notes with spaces to adapt to the audience and communities. This toolkit was used in Phase-1 of the project from Dec 2022 to June 2023. A revision of the content is now required based on the learnings of Phase-1 of the project

2. Objectives

  • Revision of existing facilitator toolkit: ‘Nepal Youth Leadership for Climate Action’.

3. Scope of work

The consultant will work under the technical supervision of program manager of AYON in addition to The British Council, Head of Education and Skills in Nepal.

It is essential that the selected consultant work in tandem with the project’s other complementary initiatives. AYON will be creating a ‘Policy Advisory Group’. The group will be comprised of policy makers from federal and provincial level who are advocating for youth’s opportunity for climate action to exert moral pressure for reforms to improve youth engagement and participation in climate action. In conjunction with this, AYON is also working on review of climate related policies in Nepal. The consultant may be required to add this component into the revision of the toolkit. But primarily, the consultant will be tasked with revision of the toolkit with additions of major climate perspective built into the module.

Hence, under this role, the consultant will be tasked for the following

  • Conduct at least 1 virtual FGDs with field experts, facilitators, mentors and participants of Phase-1 of Community Climate Training to review facilitator toolkit- ‘Nepal Youth Leadership for Climate Action’. Virtual KIIs can be carried out in limited numbers as necessitated by outcomes of the FGDs. All of the data sources must be inclusive of perspectives based GESI policy of AYON. The findings of these interactions should be used to make improvements in the toolkit.
  • Carry out a review of academic and non-academic literature in areas of youth leadership and climate change in South Asian region with special focus on Nepal and update the literature section of the toolkit.
  • Attend Policy Advisory Group meeting (1day), take notes, and include relevant components identified in the meeting in the glossary section of the toolkit.
  • Add a glossary section with key terminologies in ‘Climate Change’ and add additional reading resources section of the toolkit.
  • Carry out periodic coordinating with AYON’s program team and the British Council, Education and Skills Department in Nepal to review components to be added in the toolkit.
  • Submission of final revised toolkit with outputs from the above task included.

4. Requirements and qualifications/Consulting firm Profile

The consultant or consultant team can be from any academic institution, research firm or individual consultant. They will be responsible for ensuring all deliverables are provided timely and according to the standards set in this Terms of Reference (ToR). The party will maintain communication with AYON and will be solely responsible for fulfilling all the tasks as specified in the ToR. The expected qualifications and competencies required from the party are:

a) Minimum Master’s Degree in Education, Journalism & Communication, Inclusive Education, Social Sciences or related discipline;

b) Demonstrated experience in developing/producing training contents/manual in areas of youth leadership, climate change advocacy, social accountability and activism in Nepal.

5. Deliverables

a) A detailed revised toolkit (in English) with components outlined in this TOR that meet standards approved by AYON upon final submission. 

6. Role of AYON

a) Identification of respondents and coordination of virtual interaction with the respondents.

b) Lead complementary events and ensure participation of stakeholders (including the consultant with respect given to his/her availability)

c) Coordination between the consultant and the British Council through arrangements of periodic meeting.

d) Set standards of the deliverables and provide regular constructive feedback while drafting the contents.

e) Ensure financial compliance and fulfilment of obligations.

8. Budget and Payment Terms and Conditions

The full payment amount NPR 35,000 (NPR 5,000 per day) for 7-day consulting service will be provided within 7 days of submission of final approved toolkit in addition to the following requirements

  • Submission of the Final Revised document with approval of AYONs program manager.
  • Attendance in policy advisory group meeting
  • Submission of work timesheet totaling 49 hours
