Terms of Reference for Training and Impact Evaluation of

HSRI/MRF Project Training Programme

September 2024 - January 2025

Background

PHASE Nepal, a Non-Governmental Organization registered with the District Administration Office Kathmandu, is seeking to appoint an external evaluator to evaluate a training programme that has recently been delivered to Health Facility Operation and Management Committee (HFOMC) members and Female Community Health Volunteers (FCHVs) in four Provinces. We are seeking a suitably qualified evaluator to report on the impact of the training across the health system (locally and more widely), to express an independent professional opinion on the value/success of the training programme, whether the training could make wider contributions to Nepal’s health system in future, and how such a programme could be made cost-effective and sustainable.

The HFOMC and FCHV training to be evaluated was one of the key outputs of a four-year research project on the impact of Nepal’s move to a federal government system on the health system.

PHASE Nepal partnered on this project with the University of Sheffield (UoS), Canterbury Christ Church University (CCCU), University of Huddersfield, and Bournemouth University in the United Kingdom (UK), and with Manmohan Memorial Institute of Health Sciences in Nepal. It was funded by the  UK Government’s Health Systems Research Initiative (HSRI, 2020-2024) and the Medical Research Foundation (MRF, 2024-2025).

The project has been tracking the vast health system reform effort that resulted from the move to a federal system. In doing so, we have worked with policy makers and implementers at Federal, Provincial, Municipal and Ward levels, as well as with community-level health workers and volunteers who deliver Nepal’s health services.

Purpose:

To provide an independent assessment of the bespoke training programme, with FCHVs and HFOMCs, which was developed and conducted as part of this project; to recommend ways in which the training programme could be improved; to identify the extent to which such training represents value for money; and to recommend routes to making the training programme sustainable in the longer term (i.e. beyond the current funded period).

Required experience and qualifications:

  1. A minimum of five years’ experience in programme/project evaluation in an international development context.
  2. Experience of results-based monitoring and evaluation
  3. Ability to design and plan the evaluation approaches and research methodologies, including quantitative and qualitative research methods.
  4. Masters-level qualification in a relevant field
  5. Relevant subject matter knowledge and experience given the aims and objectives of the project and the context in which it is being delivered
  6. Significant experience of working in Nepal
  7. The Evaluator must not have been involved in the design or implementation of the project being evaluated and must not have any significant conflict of interest
  8. Excellent writing skills
  9. Fluency in English and Nepali
