Introduction

IM Swedish Development Partner (IM) is an international NGO and civil society organization founded in 1938 in Lund, Sweden. It is funded by the Swedish government (Sida) and individual donors. It works in 16 countries across the world. IM’s mission is to expose and fight poverty and exclusion. Women and youth who are facing multiple layer discrimination and in exclusion are the key rights holders of IM and Human Rights Based Approach (HRBA) is the core working approach of IM.

IM has been supporting Nepal’s development and humanitarian efforts since 1980 through Nepali partner organizations. Since 2010, it has been working in Nepal as a legally registered INGO. IM in Nepal is implementing its new 5 years strategic plan (2024-2028) from January 2024. The new strategy has focused on three key results areas, 1) Social Justice 2) Economic Justice 3) Climate Justice.  IM is grounded on feminism, human rights, democratic rights and non-discrimination, environment, and conflict sensitivity in its work. 

IM has been working in Dang, Kapilvastu, Nawalpur, Gorkha, and Kathmandu districts through 9 partners, and also support provincial and federal level advocacy. In the new strategy, IM wants to focus its work within the geography of Kapilvastu and Dang districts of Lumbini province, and Salyan district of Karnali province. IM is foreseeing four partners to promote social justice, economic justice, and climate justice in the working area and at provincial and federal level to contribute the goals of the new strategic period.

IM invites EOI from the relevant Nepali non-governmental organizations/ civil society actors for its partnership during 2024 - 28 in implementing social, economic and climate justice programs in the above-mentioned districts. IM specially require one Salyan district-based field implementation partner, and three thematic partners as outlined below.

Context

IM’s new strategy 2024-2028 focuses strongly on three justice areas: social, economic and climate justice.  Engagement, inclusion, and empowerment of the youth is a growing and important sector for IM in its program. Young people are valued as the crucial factor for future overall economic growth and social cohesion. IM has been a dependable partner connecting CSOs and young people to promote social change.

DURATION OF PARTNERSHIP

The partnership duration will be of 5 years i.e. starting from early 2024 until the end of 2028 with the possibility of extension based on partners’ performance as well as availability of funding for IM. The partnership is expected to start from 1st January 2024.

  • Interested or prospective NGOs/CSO actors that comply with above-stated criteria may submit Expression of Interest (EOI) on specified format given below as Annex -1 and must not exceed 5 pages in PDF version with 11 Arial font.

  • Potential organization must have updated legal status (Registration and renewal at DAO, affiliation at SWC and renewal at least FY 2079/80. Three years audit reports (FY 2076/77, 2077/78 and 2078/79). PAN registered certificate. Tax clearance certificate and tax exemption certificate up to FY 2079/80)  as per the requirement of the government law of Nepal.
  • Enclose the PDF copy of organization updated finance policy, HR policy, procurement and anticorruption policy.

Evaluation criteria of EOI:

Total score is 100 points that include 80 points on organization’s relevance, experience, expertise, project concept and perspectives in line with IM’s priorities and approaches including IM’s mainstreaming areas. 20 points is for financial part (cost-effectiveness and realistic budget plan). Shortlisted at least three organizations will be invited for face-to-face discussions and/or IM may visit these organizations for assessment during August 2023.

NOTE:

  • IM reserve the rights to ask or obtain further details and documents from the shortlisted organizations during the course of EOI evaluation and negotiation processes.
  • IM reserves all the rights to reject/dismiss this EOI process without assigning any reasons to applicants.
  • Partnership is subject to availability of Sida’s fund to IM and approval of IM’s new partner by Social Welfare Council. 
  • Note: IM may not include those EOIs, which do not DUELY follow the above application procedures.
