To deliver Community Action for Disaster Response (CADRE) Training

1. Background:

The "Community-Based Disaster Risk Reduction Project" is being implemented by Conscious Society for Social Development (CSSD) in Janaki Rural Municipality, Bhajani Municipality, and Tikapur Municipality of Kailali district, and by Working for Access and Creation (WAC) Achham in Panchadewal Binayak Municipality and Turmakhad Rural Municipality of Achham district, with technical and financial support from World Vision International (WVI) Nepal aims to strengthen the disaster preparedness and response capacities of vulnerable communities in disaster-prone areas of Nepal.

The project focuses on strengthening the capacity of task forces of Disaster Management Committees at community and ward level, creating a strong foundation for community-based disaster management. These task forces at CDMCs and WDMCs, along with Local Disaster Management Committees (LDMCs) play a central role in enhancing local disaster resilience. The initial training provided helped members understand their roles and responsibilities, fostering a deeper awareness of disaster preparedness.

Building on this momentum, the project is now set to deliver hands-on training covering critical topics since beginning of the project. This year’s project has planned to conduct the Community Action for Disaster Response (CADRE) training to the CDMC level task force members.

Thus, WAC Nepal invites sealed quotations/proposals from the qualified firms/companies to deliver or facilitate the CADRE training to further enhance the technical capacity of the CDMCs and WDMCs, empowering them to respond effectively and confidently in emergencies and disaster situations. This term of reference (ToR) is developed to solicit support services from qualified consultants or consultancy firms to develop and deliver training on these critical topics in the target communities.

2. Objective of the consultancy:

The main objective of the consultancy is to deliver 4 events of Community Action for Disaster Response (CADRE) trainings (4 days each) 2 events at Achham and 2 events at Kailali district.

Specific objective:

  • To strengthen the capacity of the community level task force members for better disaster preparedness and response
  • To guide the CBDRR project team for the preparatory action required for the CADRE training,
  • To facilitate the coordination and collaboration with the Local Disaster Management Committee (LDMC) required for the training,
  • To design appropriate theoretical and practical sessions (more focused on practical sessions) and facilitate CADRE training.

3. Deliverables:

The consultant will provide the following deliverables:

  • Comprehensive training curriculum, materials and handouts for CADRE Training.
  • Facilitate 4 CADRE trainings (2 at Achham, 2 at Kailali) each of 4 days in Nepali language.
  • Facilitate participant engagement through practical exercises, simulations, and group discussions.
  • Include step-by-step instructional guides and checklists for practical implementation in community settings.
  • Training completion detail report along with quotes, photographs, and participant’s details.
  • Training schedule, materials and handouts for sharing with participants Pretest and posttest report of the participants including challenges and recommendations for future training.
  • The consultant shall be responsible for managing all CADRE training-related materials. A list of the materials is provided in the annex 2.

4. Methodology:

WAC/CSSD (CBDRR project) has overall responsibility to conduct the training and coordination with the stakeholders where the trainers will facilitate the CADRE training, the expected methodology of the training is mentioned below but not limited to:

  • In person training
  • Group Facilitation
  • Simulations and Drill Exercises
  • Observation and situational analysis
  • Discussion and Planning
  • Emergency Management

5. Time Frame:

Project has planned to complete the CADRE training by Mid of June 2025. The timeline mentioned below table:

6. Qualification of applicant:

  • At least 3-5 years of experience in designing and delivering disaster risk management (DRM) training with a focus on Community Action for Disaster Response (CADRE) Training.
  • Demonstrated experience in conducting hands-on, community-level disaster preparedness training.
  • Proficiency in designing practical training curriculum and facilitating workshops that include case studies, simulations and group activities.
  • Strong knowledge of Nepal’s disaster risk management framework and local governance structures.
  • CADRE ToT Certified, Fluency in Nepali and understanding of local language of Kailali and Achham is required for effective communication and facilitation.
  • Understanding of the disaster risk landscape in the target districts (Achham and Kailali) and experience working in rural communities is preferred.

7. Nature of Consultancy:

This is a short-term event-based consultancy agreement to facilitate the training for effective disaster preparedness and response in the community.

8. Selection Criteria

WAC/CSSD will assess applications based on the criteria set by the project (technical 70%, Financial 30% score) and as demonstrated in the application and the supporting documents:

9. Mode of Payment

  • 20% of the total contract amount will be disbursed upon submission of the training schedule and curriculum.
  • 50% of the total contract amount will be released after the completion of all 4 training sessions.
  • 30% of the total contract amount will be paid upon submission of the final report and its acceptance by WAC/CSSD and WVI Nepal.

10. Application process

Applicants are asked to provide the following information:

  • CV or organizational profile demonstrate relevant experience in disaster preparedness and CADRE training. 
  • Detailed technical proposal outlining the approach, methodology and work plan for delivering the training.
  • The Financial Proposal must be submitted with a detailed breakdown of costs, including fees, travel, accommodation and other expenses.
  • Samples of previous relevant work (e.g., training curriculum, reports).
  • Proof of VAT/tax registration (for firms) or PAN registration (for individuals).

The Technical Proposal and the Financial Proposal files MUST BE COMPLETELY SEPARATE. The financial proposal shall be encrypted with different passwords and clearly labelled. The files must be sent to the dedicated email address specified. The password for opening the Financial Proposal should be provided only upon request of WAC Nepal. WAC Nepal will request passwords only from bidders whose Technical Proposal has been found to be technically responsive. Failure to provide the correct password may result in the proposal being rejected.

Interested private firms, individuals, who meet the above requirements, should apply by submitting their Expression of Interest (EoI) with the proposal that clearly outlines the details to accomplish the assignment to procurement@wac.org.np with subject line EoI for CADRE training. Hard copies of the proposal can be submitted to WAC Nepal centre Office- Sanfebafer Achham or CBDRR Project officer Panchadewal Binayak Municipality ward no 3 Achham.

The closing date for application is 20th May 2025. Only short-listed individuals or consulting firms will be contacted for further discussion and will be required to present their proposed methodology.
