Capacity building workshop on Municipal Education Plan for 4 palikas of Rautahat and Bara

1. Background

SAHAYATRA project is implementing by Jan Jagaran Yuwa Club (JJYC) Bara for 42 months (Jan 2021 - Jun 2024) under the leadership of VSO Nepal and funded by European Union (EU) in 8 municipalities of four districts (Bara, Rautahat, Parsa, and Sarlahi) of Madesh Province, Nepal. SAHAYATRA project ensures in strengthening civil society organization for better resilient and inclusive education governance of Nepal. This project aims to support inclusive quality education for marginalized girls & children with disabilities through resilient, gender-responsive education governance enhanced by CSO engagement. The total beneficiaries of the project are 10,000 students (F 6,000; M 4,000) of 20 schools, who face difficulty accessing quality education and increased vulnerability to violence and dropping out due to the pandemic.  JJYC Bara has intend to conduct workshops and meetings to support all four municipality where the SAHAYATRA project is being implemented to develop and finalized the draft a Municipal education plan which was drafted last year in the support of the project.

2. Scope of the assignment 

Paragraph 6 (24) of the Local Government Operation Act, 2074 provisioned, the village councils and municipalities should make periodical, annual and sectoral plans regarding their jurisdiction. Similarly, the Ministry of Education, Science and Technology has developed a plan development framework 2077 for the creation of a 10-year new school education sector plan and the municipalities have set the basis for preparing the education plan, Sectoral plans should be made. Thus,  to support local municipalities of project working area project has plan to  support palika’s on development of their municipal education plan.

Access to education for all, assurance of quality education, technology-friendly, equal participation, opportunity in education without gender and social discrimination, effective educational management is the main requirement of the education sector at the local level. For sustainable development, compulsory and free education, education related laws, national goals of education and international commitments, together with the stakeholders at the local level, the planning of the education sector makes a significant contribution in making education universally accessible and quality. Last year JJYC Bara had conducted this workshop for 3 days and palika has already prepared the draft and now the documents need to be finalized. 

The purpose of this assignment is to provide technical support in the respective palika’s education plan and finalize the municipal education plan. The five members from each palika’s (education plan development task force members) will  participate with their existing draft and the consultant need to support them for development of the final draft of the 10 years education plan of the palika’s.

3. Outputs/Deliverables

The following deliverables are expected from the consultant in due process of the assignment: 

• Develop 4 days course outlines, course objectives, major contents, detail contents, delivery approach with PPT slides package as per the schedule and concept and major requirements can be incorporated municipal education plan.
• Provide technical support regarding vision, mission, goal, objectives (VMGO), indicator development , data analysis, draft plan write up based on government plan development framework 077 by technical team/task force formed by municipality by  reviewing  and developing / write up education plan 
• Support provide to plan development technical team to appraisal against the given framework and establish plan link with other plan(SESP, ReAL plan, Equity and inclusion strategies , SIP and provincial plan 
• Provide support to planning technical team to organize a discussion with mayor /deputy major to get final draft plan approval from municipal council or so . 
• Deliver and facilitate 4 days’ workshop sessions to education plan preparation task force of Gaur and Gadhimai municipalities of Rautahat and Kalaiya and Jeetpursimara Sub-metropolitan city of Bara
• Develop a comprehensive report including training course, delivery ppt, pre-test and post-test result and post training support after delivery of training sessions in English. 

4. Timeframe and estimated working days

This piece of work requires total 7 days engagement of consultant in workshop facilitation. 4 days for consultation workshop, 1 days for preparation and 2 days for the finalization of the municipal education plan. This task - development of the above-mentioned content and delivery of the workshop sessions and reporting need to be completed by 25th Dec 2023. 

The possible day of the training is from 15th to 18th of Dec 2023.

Food and accommodation along with travel cost will be provided in actual basis.

5. Qualifications and experience of the consultant

The training should be led by a professional with degree and work background on the capacity development of education sectors. 

• Minimum a master’s degree in education and social sciences related fields. 
• At least 3 years experiences of education sector and developing and facilitating development of municipal education plans. 
• Excellent report writing skills in both English and Nepali.
• Capacity to present the content in clear and straightforward to the targeted participants at government officials. 
• Proven experience in developing educational plans, especially at the municipal level.
• In-depth knowledge of educational policies, strategies, and best practices.

6. Submission of Proposal and budget
