Consultancy service for developing community awareness package on Disaster Risk Reduction
1. Organization Overview
Shechen Karuna (SK) is working in Nepal since 2020 with the vision to create a just society without poverty, a society in which all women and men live a life of dignity, enjoy their rights as active citizens of Nepal. Through integrated development program it aims to provide people with better livelihood opportunities, improved health conditions, sustained environment, quality education and continued economic development, ensuring that development-related activities are demand driven and sustainable. As defined by the VISION 2025, a strategic guidance, Shechen Karuna Nepal has been working in three regions Terai, Mid-Hills and High-Hills (mountains) in five inter-connected thematic sectors; Health, Education, Food security, Economic Development and Environment.
2. About the project
The Prakriti Project aims to strengthen community resilience and awareness, particularly among populations living in the most risk prone areas of Bijayanagar and Yasodhara Rural Municipalities in Kapilvastu district. As part of this initiative, the project includes an activity focused on enhancing community knowledge through structured, participatory learning approaches.
To support this activity, the project plans to develop a community awareness package based on the REFLECT model, tailored for village-level groups. This package will be used by local resource persons (LRPs) to facilitate interactive discussions and learning sessions within the community. The awareness activities will also aim to support groups to develop their own locally driven, actionable plans based on community ideas. Selected local initiatives emerging from these discussions will be supported for funding and implementation.
3. Purpose of the assignment
To develop a community engagement and awareness package for selected communities in Bijayanagar and Yasodhara Rural Municipality of Kapilvastu District. The package will aim to increase understanding and enhance community awareness and engagement on community-level disaster preparedness and response.
4. Objective:
The overall objective of this consultancy is to design and develop a participatory community awareness package using the REFLECT model and to strengthen the capacity of local resource persons to facilitate awareness sessions in high-risk communities.
5. Scope of work:
5.1 Review and Consultation
- Review relevant project documents, risk profiles and DRR plans of the rural municipalities, and existing awareness and IEC materials.
- Conduct consultations with project staff, local stakeholders, and relevant technical persons to contextualize the awareness package.
5.2 Development of Awareness Package (REFLECT Model)
- Design a structured community awareness package of 15 sessions, tailored for village level groups, based on the REFLECT methodology.
- Ensure the package addresses key thematic areas relevant to the project (e.g., disaster and climate risk awareness, preparedness, local coping mechanisms, inclusion of vulnerable groups, etc.).
- Adapt content to local context, language, literacy level, and cultural practices.
5.3 Development of IEC Materials and Facilitator’s Guidebook
- Support the conceptualization, drafting, and adaptation of IEC materials (such as flipcharts, cards, posters, and other tools) to support effective facilitation of awareness sessions.
- Prepare a comprehensive facilitator’s guidebook outlining session objectives, facilitation steps, key discussion points, REFLECT tools, and follow-up actions.
- Ensure all materials are practical, participatory, and suitable for use by LRPs.
5.4 Training of Local Resource Persons
- Design a training module based on the developed awareness package and facilitator’s guidebook.
- Conduct training sessions for identified LRPs to build their facilitation skills and understanding of the REFLECT approach.
- Provide practical facilitation exercises and guidance to ensure effective rollout at the community level.
5.5 Finalization and Handover
- Incorporate feedback from the project team and training participants into the final package and materials.
- Submit final versions of all deliverables in both soft and hard copy formats.
Key Deliverables
The consultant is expected to deliver:
- A REFLECT-based community awareness package tailored for village level groups.
- A facilitator’s guidebook for conducting community awareness sessions through LRPs.
- Training module and agenda for LRPs.
- Lead 5 days training sessions for LRPs.
- Final report summarizing the process, outputs, and recommendations.
6. Duration of the Assignment
The consultancy is expected to be completed by 15 February 2026. A detailed work plan with timeline will be finalized at the start of the assignment.
7. Reporting and Coordination
The consultant will work closely with the project officer – DRR and report to Project Manager – Education and Environment. Regular coordination meetings will be held to review progress and provide feedback.
8. Required Qualifications and Experience
The consultant should have:
- Advanced degree in social sciences, education, development studies, DRR, climate change, or a related field.
- Proven experience in developing community awareness or training packages using participatory approaches.
- Demonstrated experience in developing IEC materials and facilitator guidebooks.
- Experience in conducting training for community facilitators.
- Strong understanding of community-based approaches and working with rural and vulnerable communities.
- Excellent facilitation, documentation, and communication skills.
9. Submission of Proposal
Interested consultants are required to submit:
- Technical proposal outlining understanding of the assignment, methodology, and work plan.
- Financial proposal with a detailed budget.
- CV highlighting relevant experience.
- Samples of similar work (if available).
- Company registration and tax clearance certificate (in case of firm)
10. Payment Schedule
Payment will be made based on satisfactory completion of deliveries, as outlined in the contract.
11. Ownership of Materials
All materials developed under this consultancy will remain the property of the project and may not be used or reproduced without prior approval.
