Attorney Services
BACKGROUND
Handicap International Federation, Nepal (HI) is undertaking a solicitation of requests for proposals from attorneys who are interested in providing regular legal advisory services as required by HI, as outlined in the scope of work below.
TASK OBJECTIVES
The objective of this proposal is to obtain legal advisory services from reputable, experienced, and qualified attorney firms that can provide efficient services to HI. The contract will commence from February 4th, 2026, and will be valid for a period of 2 years upon successful completion of six months trial period.
HI is undertaking a solicitation of requests for proposals from attorney firms who are interested in providing legal advisory services as and when required by the HI set in the scope of work below.
SCOPE OF WORK
The Attorney Firm shall provide full, prompt, accurate and expert legal services to HI. The services include, but not limited to, the following:
- The attorney shall provide regular information regarding the change of laws, rules and regulations, directives related to Client’s business and the potential impacts and opportunities of such changes.
- The attorney shall handle matters relating to labor law, reviewing employment agreements, lease agreements and other labor law related documents pursuant to Nepalese laws.
- The attorney shall work as a mediator in the labor issues and represent the client in collective bargaining negotiations. Advise on employment issues like appointments, retirement, redundancy, and termination of employees.
- Review the employees' service rule and service conditions to confirm with Labor Act of Nepal.
- Advice clients on legal issues, including taxation, repatriation, employment of expats, SWC and other related government requirements.
- Shall remain in regular communication and shall response at the earliest concerns of the clients' queries, mails and shall maintain regular correspondence.
- The Attorney shall be present in the HI office on legal matters based on the requirement and urgency.
- The attorney shall also provide other services, including writing petitions, to defend the Client in the Court of Law in lawsuit or Arbitration matters, Visa arrangements to the expats and so on. However, the fees related to such matters will be separately charged upon mutual consultation with the Client.
REQUIREMENT AND QUALIFICATION
The minimum requirements and qualifications are as follows:
- Should have VAT/ PAN registration with the concerned authorities of the Government of Nepal.
- Should have the latest tax clearance certificate.
- At least 3 years of working experience in providing support for similar types of organisations in the areas highlighted above.
- Good knowledge of the legal procedures as governed by the Nepal legislation, especially the legal framework under which Government institutions operate; Experience in working with Ingo’s legal procedures and/or with other international organisations is a plus.
- Proven working experience in the fields of contract law and labor law.
- Strong analytical and interpersonal skills.
- Good capacity to communicate with people who have different backgrounds and positions, as well as with local and national authorities.
- Excellent command of spoken and written Nepali and English language is a must.
EVALUATION CRITERIA
- The applicants must have at least 3 years of working experience in providing support for similar types of organisations in the areas highlighted above- Weight 40%
- The applicants must have academic specialisation in the fields of contract law and labor law- Weight 30%
- Administrative compliance and financial proposal-Weight-30%
SUBMISSIONS
Qualified and interested attorney firms are invited to submit their proposal:
- Company/firm profile with relevant experience
- CV of team leaders & members
- A copy of the firm/company registration with the renewal document
- A copy of the VAT registration
- A copy of the current fiscal year’s tax clearance certificate
- Reference document for working with other organisations
- Other relevant documents, if any.
The hard copies of the financial & technical proposal should be submitted in a sealed envelope and marked with “Proposal for Attorney Services” at the address below, no later than 5:00 pm, Jan 30th, 2026 (Friday). Proposals submitted without following the scope of work as specified in the “Terms of Reference Form” and after the submission deadline will not be considered.
