1. Background

About Fastenaktion

Fastenaktion (FA) is a Swiss development organization that has been active in Nepal for more than two decades. Currently, Fastenaktion collaborates with 9 NGO partners. It’s work in Nepal focuses on strengthening the right to food of the most marginalized segments of society through the promotion of agroecology, solidarity-based approaches, and people-led advocacy. The programme’s geographical focus is primarily on the Karnali region.  Grassroots Consulting (GC) is a Nepal-based consultancy firm mandated by Fastenaktion to coordinate the Nepal Country Programme, functioning as the Programme Coordination Unit (PCU).

Community Food Security Empowerment Program (CFSEP)

Nepal Public Awareness Forum (NPAF), an NGO based in Rukum West, implemented the Community Food Security Empowerment Program (CFSEP) from January 2022 to mid-2025 in Aathbiskot Municipality, Wards 1 and 2. In the project area, smallholder and marginalized farming households experienced persistent food and nutrition insecurity, driven by overlapping structural constraints such as poor access to nutritious food, education, healthcare, sanitation, safe drinking water, and transportation. To respond to these challenges, CFSEP worked closely with local government and communities to strengthen agroecological farming systems and improve nutrition outcomes. 525 marginalized families of wards 1 and 2 of Aathbiskot Municipality were identified and organized into 23 community groups to ensure targeted support for the most marginalized households. The project supported 525 families to establish and manage agroecological kitchen gardens, enabling them to grow a wider diversity of vegetables and fruits for improved household consumption. Farmers were also supported to adopt more resilient practices in cereals, fruit, and fodder cultivation through regular technical backstopping, access to planting materials, and operation of local multipurpose nurseries.

The project was divided into the following phases

  • Pilot Phase (January 2022 to June 2022)
  • Phase I (July 2022 to March 2024)
  • Exit Phase (April 2024 – June 2025 – with no-cost extension until December 2025)

In this context, Fastenaktion (FA) seeks to procure the services of a consultant to conduct an ex-post evaluation of the Community Food Security Empowerment Program (CFSEP) implemented by Nepal Public Awareness Forum (NPAF) in Rukum West.

2. Purpose of the Ex-post Evaluation

The evaluation aims to identify successful interventions, constraints, and unintended effects, and generate insights and key lessons from implementation. It will also provide actionable recommendations to guide Fastenaktion and its partners in strengthening future program design, scaling promising approaches, and enhancing sustainability in similar food security and livelihood initiatives.

3. Requirements

Individual consultant and PAN/VAT registered firms are required to submit following documents:

  • A cover letter, including understanding of ToR, how the candidate meets the required qualifications 
  • Draft implementation plan of the study (not more than 2 pages)
  • A tentative budget including a detailed breakdown of the expected working days and daily fees. Refer to template
  • CVs of the consultant (maximum 4 pages)
  • PAN/VAT registration and tax clearance letter for the firms.
  • A reference of similar work/assignments (referees and final reports of similar assignments)

Submit completed applications with the e-mail title “Application CFSEP_Ex-post evaluation” to fastenaktion.nepal@gmail.com by 25 March, 2026. Discussions/Interview with shortlisted candidates will take place thereafter.
