Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

HI Nepal invites application for the following position:

1. Technical Officer – DRR & Climate Change - 1 position

Terms & Conditions: Fixed-Term contract

Location: Jajarkot District

Mission: Technical Officer – DRR & Climate Change, will contribute to implement a project “Improving Disability Inclusive Community Based Adaptation and Resilience Action (CB-ARA) in 4 Municipalities of Nepal. CB-ARA Project covers the activities: capacity and vulnerability assessment, LAPA formulation and facilitate to implement LAPA activities including inclusive disaster risk reduction. An incumbent will provide thematic input for climate change adaptation and inclusive DRR – preparedness, response, rehabilitation and recovery. 

Summary of Key Responsibilities: 

  • Develop project detail implementation plan and ensure smooth execution within the agreed time frame
  • Contribute to develop a planning, monitoring and evaluation (PME) framework, methodology and related tools for the timely implementation of project as per PME policy
  • Provide thematic feedback in the areas of CB-ARA and inclusive DRR actions
  • Contribute to carry out feasibility studies, baseline, and terms of reference, project reviews as per the frame of Project requirements
  • Ensure that the internal regulations, operating procedures and security rules are applied within the team and respects the operation unit hierarchic responsibilities, line of communication and aim for result based management
  • Assist the project team in drawing up individual action plans and validate it
  • Ensure with the project team members have designed suitable tools and templates to record, report and document relevant data generated by the project (s) in general and resilience in particular;
  • Contribute in designing, development, production and distribution of effective social communication/IEC/BCC materials related to the CB-ARA and AC6 project
  • Facilitate to document the success stories and produce a project’s key lessons learnt and challenges and mitigation measure adopted to overcome these challenges;
  • Contribute with project related articles to the HI Nepal / HQ quarterly and Annual Newsletter etc.
  • Maintain effective coordination, collaboration within different HI Nepal Projects, consortium partner, donor, government counter parts and the implementing partners;
  • Contribute to initiate/facilitate exchanges and linkages across the different projects of HI Nepal to ensure common issues do strengthen and adds value in the whole sector of health and rehabilitation, inclusive DRR and resilience and social protection
  • Ensure partnership contracts, MOU are on track, terms and conditions of contract are strictly adhered, project objectives and indicators are achieved as per contractual agreement through strict follow up of partnership agreements (activities and budget) within the specified project timeframe of implementation
  • Provide technical and management inputs at partners’ level for the organizational development
  • Facilitate effective communication mechanism and circulate information with the partners on timely manner
  • Work with project teams and other thematic advisors/officer to mainstream functional rehabilitation, economic inclusion and shock responsive social protection across other sectors of HI’s work 

Qualification and Skills Required: 

  • Minimum Bachelor’s degree in Environment Science/Disaster Management/Climate Change Adaptation or related field with 3 years of relevant working experience in climate change and DRR thematic areas
  • Knowledge of development planning process of local level Government;
  • Good training need Assessment (TNA), process and hands on skills related training design, delivery, and follow-up skills
  • Good interpersonal, communication (verbal & written) and networking skills
  • Excellent coordination and negotiation skills
