Technical Coordinator, Anticipatory Action (Open to Nepali nationals only)

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. 

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. 

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC Danish Red Cross (DRC) has had an enduring partnership with the Nepal Red Cross Society (NRCS) for more than 30 years, consistently working to alleviate human suffering and enhance community resilience. The mission revolves around reducing vulnerability through community participation, mobilizing volunteers, and strengthening organizational structures. One of the most considerable contributions has been in the realm of disaster risk management (DRM), collaborating with the NRCS, DRC has pioneered numerous innovative approaches, notably, having introduced the concept of anticipatory action. By acting in anticipation and providing early assistance, DRC has been able to reach affected families before disaster strikes.

The National Disaster Risk Reduction and Management Authority (NDRRMA) Nepal is the nodal agency for all the work related to disaster risk reduction and management in Nepal. The country is now moving towards mainstreaming the early action) agenda within its disaster laws, legislations, policies and operations. Likewise, Nepal has seen growth of AA communities in recent years, with several agencies now working or planning to work on AA projects and programs. It is critical that the NDRRMA coordinates all such initiatives and ensure those come under a common guiding framework and direction from the government of Nepal. In this context, NDRRMA has called on partners to support its ambition to establish a dedicated unit on AA (national AA clinic) that can provide technical support/guidance & strategic directions to organizations and agencies working or planning to work on AA. DRC is committed to supporting NRCS in its auxiliary role, strengthen and support the AA agenda in Nepal, including supporting NDRRMA to establish the AA clinic

The Technical Coordinator (Anticipatory Action) will be part of the DRC Country Cluster (Bangladesh and Nepal), which is an integrated part of the IFRC in Nepal. The Technical Coordinator will be based in NDRRMA, and work under the supervision of the NDRRMA Chief Executive, but in liaison with the DRC Country Cluster Manager. Technical reporting line will be to the DRC Program Coordinator. 

The Technical Coordinator will be responsible for establishing the AA clinic, which will serve to strengthen the institutional capacity and governance of AA within Nepal’s government so that NDRRMA can steer the direction of both current and future AA-related initiatives, projects, and programs. 

It is expected that they will coordinate on behalf of NDRRMA with counterparts in organizations and agencies involved in AA, including acting as the point of contact for the communities of practice (COP), various technical working groups (TWGs), as well as where relevant, networks outside of Nepal (e.g., Anticipation Hub, REAP, regional TWGs etc.)

The Technical Coordinator will support NDRRMA with the mainstreaming and standardization on AA, as well as capacity building of NDRRMA, other organizations and agencies on the approach. Additionally, they will support NDRRMA to lead the multi stakeholder collaborative process of developing a national framework and action plan on Anticipatory Action.

• Establish a dedicated unit in NDRRMA, to drive AA related work and coordinate effectively with relevant development and humanitarian partners involved in AA. 
  
• Ensure a multistakeholder collaborative process in the development of a national framework and action plan on AA.
• Map out all existing and planned AA initiatives in the country and identify both the policy and operational support needs.  
• Ensure alignment and integration with ongoing initiatives around climate and weather services, especially with Department of Hydrology and Meteorology (exploring support from the FCDO - funded WISER program for Asia Pacific), the Ministry of Federal Affairs and General Administration, the Ministry of Finance (with potential links to insurance and risk finance facilities), Department of National ID & Registration (with links to social protection Standard Operating Procedure - SoP). 
• Lead and support NDRRMA in collaboration with several other non-government partners to guide and facilitate in the localization of AA agenda, their understanding and implementation across local municipalities and communities. 
• Support capacity building of three tiers of governments on accessing, understanding, and disseminating climate & weather forecast information. 
• Lead the standardization of risk assessment tools and its guidelines, further contribute to the ongoing localization of BIPAD portal. Support and advocate with provinces and municipalities for scaling up of IBF/BIPAD portal and facilitated technical coordination and liaison between municipalities/provinces and other relevant agencies. 
• Work closely with DHM, in co designing and delivering of early warning and forecast messages including pilot IBF product. 
• Work closely with the Anticipation Hub and for technical support with the Red Cross Climate Centre in overall localization of AA related resources, materials, tool etc.
• Work closely with partners, donors, organizations and agencies with funding for AA to ensure standardization, including the replication of tools and the trainings required for this process.

• Lead COPs on AA and TWGs on Forecast-based Action, Shock Responsive Social Protection and Landslide forecasting. 
• Coordinate on behalf of NDRRMA with the existing COP and TWG members to gather inputs on the national AA framework.
• Lead and support on behalf of NDRRMA to facilitate the regular dialogue and common platform (through national dialogues, workshops) for sharing and learnings from evolving experiences on AA in Nepal) 
• Facilitate learning exchanges with the government & non-government partners like regional and global dialogue platforms on AA and other relevant opportunities. 
• Facilitate the cascading of AA knowledge widely both horizontally and vertically across various tiers of the government. 
• Creation of advocacy, communication and knowledge products on AA for dissemination on national and international platforms, forums etc.

• Contribute to coordinated partnership and resource mobilization to support the sustainability of the clinic; as well as expansion of AA-related initiatives, projects, and programs.
• Represent NDRRMA (and where called on Danish Red Cross/IFRC) with key partners, donors etc. at relevant meetings, platforms and forums on AA-related initiatives. 

At least 5 years of work experience in climate change adaptation, early warning anticipatory/early action, locally led adaptation, or related work
