Period of Performance:        On/about May 1, 2024, to October 31, 2024

Base of Operations:               Kathmandu with field visits

USAID’s Tayar Nepal – Improved Disaster Risk Management (IDRM) Project is a five-year project funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI) since 2019 to strengthen the capacity of Nepal’s national and municipal institutions responsible for disaster risk reduction, preparedness, and response.  Tayar Nepal implements a two-pronged (Stronger Systems + Safer Settlements) approach that strengthens institutions and capacities at the national and local levels to strengthen Nepal’s resilience to natural & non-natural disasters. 

Position Overview: 

In Year 4 and 5 of the projects, Tayar Nepal has completed disaster mitigation projects in 8 municipalities. These projects comprise of riverbank protection work, landslide mitigation, gully protection and water source conservation. The Technical Advisor will be responsible for visiting these mitigation project sites and advise on bioengineering work required. The Technical Advisor will also be responsible to review content for training on bioengineering works to municipal engineers and others.   

Responsibilities 

  • Lead the identification of bioengineering needs in disaster resilient mitigation projects in 8 municipalities.
  • Prioritize and design Tayar Nepal assistance packages for carrying out bioengineering work.
  • Develop detailed scope of work for Tayar Nepal assistance packages that will include appropriate staffing, budget, work plan, and vendor requirements.  
  • Ensure environmental and social safeguards and compliance of construction-related projects. 
  • Oversee implementation of technical assistance packages to ensure quality control in coordination with the Tayar Nepal team. 
  • Support municipal level capacity building and training activities to technicians and municipal staff.
  • Other duties as requested by the Senior Engineer.   

Level of Effort:

The Technical Advisor will be on Short Term Technical Assistance (STTA) on monthly basis for tasks spread over around 6 months. The Technical Advisor will work as per the need of the tasks with the total Level of Effort for 70 days from the period of May 1, 2024, to October 31, 2024. 

Reporting, Management, and Location:

The Technical Advisor will work under the overall guidance of Senior Engineer of Tayar Nepal and work closely with eight Field Engineers of Tayar Nepal.

All reports developed under this SOW belong to Tayar Nepal project and the Technical Advisor will not have right to publish them all or in part in any form/print material. The Technical Advisor will be responsible for arranging his/her own workspace. The position will be based in Kathmandu or remotely work.

Deliverables and payment schedule:

  1. Payments will be made once completion of the task.
  2. The Technical Advisor is required to submit monthly report, timesheet, and invoice to Senior Engineer of Tayar Nepal for approval which is due no later than 10th day of the following month.

Qualifications and Experiences

  • Masters / Bachelors in Environmental Science / Engineering, Civil Engineering or other relevant field. 
  • A minimum of 10 years/master’s degree or 13 years/ bachelor’s degree of relevant experience, including at least 6 years of work experience in implementing bioengineering works. 
  • Ability to professionally communicate across all levels of an organization and external stakeholders. 
  • Excellent written and oral communication skills, and fluency in English and Nepali.
  • Ability to work within deadlines.
  • Excellent interpersonal, teamwork and organizational skills.
