Creating an enabling environment for Women’s Economic advancement through Dialogue (CEEWEAD) is an 18-month development project managed by GIZ with the jointly funded by the German Federal Ministry for Economic Cooperation and Development and the European Union. Forum for Protection of Public Interest (Pro Public), established in 1991, a national-level non-governmental organization working in the areas of democracy, good governance, inclusion, gender equality, social justice, and civic engagement, is a national thematic partner for the implementation of this project. Pro Public is seeking expression of interests from qualified, experienced, and motivated Nepali Experts to fulfill the following positions.
1. Position Title: Team Leader /Dialogue Expert
Role Summary:
The Team Leader/Dialogue expert will bring expertise to the structured seven-steps social dialogue process, facilitating citizen–government dialogues in close alignment with local governments from inception to exit policy workshops. The expert will ensure the delivery of intended project outcomes and outputs while providing technical guidance to Dialogue Facilitators (DFs). The expert will also conduct trainings on intensive, relevant professional courses, including Non-Violent Communication, mediation skill, Gender and Women’s Participation, Economic, Social, and Cultural Rights, and other related areas.
Key Tasks and Responsibilities:
- Facilitate trainings for Dialogue Facilitators, building their capacity to provide technical support for creating an enabling environment for Women’s Economic Advancement through Dialogue.
- Lead and guide the design and implementation of the seven-steps social dialogue process, facilitating citizen–government dialogues in close alignment with local governments from inception to exit policy workshops.
- Provide overall supervision and regular guidance to Program Officers and Dialogue Facilitators to ensure smooth project implementation.
- Support the project team in documentation, reporting, and ensuring quality standards in dialogue processes and workshops.
Location: Based in Kathmandu, Nepal with frequent travel to the project locations (Koshi, Karnali and Sudurpanchim)
Contract Type: Short-Term Consultancy Agreement
Duration: 90 days
Qualification & Experience:
- A minimum of a Master’s degree in a relevant discipline.
- At least seven years of intensive and specific experience in dialogue facilitation, mediation, and related areas.
- Completion of professional courses such as Training on Dialogue Facilitation (Particularly on seven steps dialogue), Mediation, Non-Violent Communication, and relevant training in Gender and Women’s Participation, Economic, Social, and Cultural Rights.
- Demonstrated experience in successfully leading multiple projects in similar areas and expertise with multiple development partners is essential.
2. Position Title: Monitoring, Evaluation, and Knowledge Management (M&E & KM)
Role Overview:
The M&E & KM Expert will provide technical expertise in designing and implementing a robust Monitoring, Evaluation, and Knowledge Management framework for the project. S/he will ensure that the ME Framework thus designed effectively tracks progress, measures outcomes, and captures transformative changes, particularly related to gender norms, economic behaviors, and social accountability. The expert will also integrate knowledge management approaches to document lessons learned, promote adaptive management, and facilitate evidence-based decision-making for stakeholders and donors.
Key Responsibilities / Tasks:
- Design, develop, and implement the project’s comprehensive M&E framework, including logical frameworks, detailed implementation plans (DIP), and gender-sensitive indicators.
- Conduct data collection, verification, and analysis to track project progress, outcomes, and impact.
- Facilitate learning and knowledge sharing sessions for project teams and stakeholders to ensure adaptive management and informed decision-making.
- Provide technical guidance and support to field staff and in applying M&E tools and methodologies effectively.
- Document lessons learned best practices, and key findings to contribute to knowledge management and future programming.

Qualification & Experience:
- A Master’s degree in a relevant discipline.
- Experience in M&E and knowledge management of development projects.Strong knowledge of participatory and adaptive M&E methodologies.
- Excellent documentation, analytical, and reporting skills.
Remuneration and Benefits:
Applicants are requested to specify their daily fee, (exclusive of travel and daily allowance) rate in their application.
