Good Neighbors International Nepal has been working since 2002 for improving the lives of poor people, especially children through child protection, education, income generation, health services, water, sanitation and hygiene, disaster risk reduction/climate change adaptation, and advocacy programs. Currently, Good Neighbors International Nepal serves marginalized, vulnerable, and poor children, families, and communities in 20 districts across Nepal.
Good Neighbors International Nepal, in partnership with UNFPA and with funding support from Korea International Cooperation Agency (KOICA), is implementing the Safe and Enabling Environment for Adolescent Girls and Young Women (SAFE-Girls) Project in Madhesh and Sudur Paschim Province. The project focuses on combating harmful practices and gender-based violence (GBV) affecting adolescent girls and young women. It aims to create safe spaces, enhance GBV response services, and improve comprehensive sexuality education (CSE).

POSITION:
Sr. Officer-MEAL, SAFE Girls Project, Head Office Based (One)
Scope of Work:
The Sr. Officer-MEAL will be responsible for designing, developing and effective implementation and management of the comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the SAFE Girls Project. S/he will ensure the integration of accountability mechanisms in different stages of the project cycle and promote data-driven decision-making for program improvement. The Sr. Officer-MEAL will work closely with the project team and partners to foster a culture of learning and continuous improvement throughout the SAFE Girls Project. Under the overall guidance and supervision of the Team Lead, the Sr. Officer-MEAL will serve as the MEAL focal person for the project.
Job Description:
The key deliverables include but are not limited to:
- Lead the design, planning, and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) system.
- Support the development of project work plans and budgets in close collaboration with donors and partners, ensuring alignment with project objectives.
- Assist in the preparation of the Detailed Implementation Plan (DIP), Project Implementation Guidelines, and ensure the timely execution of planned activities.
- Review and ensure quality of event reports, narrative reports, activity reports, event tracking sheets, and attendance records submitted from provincial teams to ensure compliance with donor requirements.
- Contribute to the preparation of quarterly progress reports.
- Document key project learnings, including lessons learned, best practices, success stories, and case studies, in close coordination with the project team.
- Regularly track progress against project indicators and update the Indicator Tracking Table accordingly.
- Ensure data quality, reliability, and inclusivity by reviewing, validating, and updating data collected from the field.
- Design and adapt quantitative and qualitative tools, including questionnaires and surveys, to meet MEAL requirements and project objectives.
- Analyze project data and present findings and learnings with both internal and external stakeholders.
- Maintain accurate, organized, and accessible records and data through standardized archiving and documentation practices.
- Conduct regular review meetings, and follow-ups with the project team.
- Plan and carry out routine data quality assessments and monitoring visits to implementation sites as required.
- Capacity enhancement of project team on monitoring and evaluation.
Key Competencies:
- A Bachelor’s Degree (Master’s Preferred) in Gender Studies/Women’s studies, Public Health, Sociology, Development Studies, Statistics or other relevant Social Sciences.
- At least five years of professional experience in monitoring and evaluating development projects, with a strong preference for experience in gender-based violence prevention, ASRH, CSE, or advocacy-related projects.
- Demonstrated experience in developing M&E frameworks, tools and methodologies.
- Strong data management skills (quantitative and qualitative).
- Proficiency in data analysis software (SPSS, Stata, Kobo, Excel, etc.)
- Knowledge of ethical and safe data collection processes in GBV programming
- Excellent verbal and written communication skills both in English and Nepali
- Previous reporting experience with UN agencies is highly desirable.
- Sensitivity and understanding of GBV issues and survivor-centered approaches.
- Ability to work collaboratively, supportively, and respectfully with others in multicultural teams and strong networking skills.
