Overall Responsibilities:

The goal of the global five-year USAID Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program is to help low- and middle-income countries to strengthen their pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential medicines and pharmaceutical services. MTaPS, implemented by Management Sciences for Health (MSH) and partners, will provide technical assistance to the Ministry of Health and Population (MOHP) and the Department of Drug Administration (DDA) including other relevant implementing agencies to strengthen pharmaceutical systems including pharmaceutical sector governance, regulatory systems, pharmaceutical management information systems, and improve patient-centered pharmaceutical services.

Senior Technical Advisor - Antimicrobial Resistance (STA-AMR) will, under the leadership of Principal Technical Advisor - Good Pharmacy Practices, provide management support and technical assistance for the design and implementation of country interventions related to AMR.

Technical Support (40%)

  • Work with the DDA, MOHP, country stakeholders and international counterparts to help develop, review, implement, and monitor technical approaches and strategies for strengthening response to AMR challenges in accordance with national strategies and action plans
  • Provide direct technical assistance to relevant stakeholders for the implementation of activities on AMR
  • To ensure excellence in technical support, work under the guidance of and in close coordination with related MTaPS country and home office technical staff, and remaining within that framework, show reasonable independence and leadership in technically supporting the national counterparts and other stakeholders in the area of AMR
  • Provide close technical assistance in the development of specific AMR policies, guidelines, standard operating procedures, job aids, and other relevant materials
  • As needed, provide technical support to other MTaPS pharmaceutical systems strengthening activities in the country

Capacity Building (30%)

  • Contribute to the design of national capacity-building strategy
  • Contribute to the implementation of capacity building plans including their monitoring
  • In conjunction with country counterparts, develop/revise required training packages and materials
  • Facilitate AMR trainings and other capacity building exercises
  • As required, participate in the planning and delivery of broader capacity building programs aimed at national pharmaceutical system strengthening

Coordination (30%)

  • Coordinate with other MTaPS Nepal technical activities ensuring harmonized approach in line with MSH quality standards
  • Maintain close liaison and coordination with senior officials in the MOHP and DDA
  • With support and guidance from CPD and PTA-GxP, play a key role in fostering effective coordination and collaboration between AMR-related stakeholders from various sectors, disciplines and levels
  • Work closely with the Home Office based Technical Lead for AMR portfolio and other technical team members for appropriate and timely technical guidance and support.

REQUIRED MINIMUM EDUCATION

Required:

  • Master’s degree in health-related field with specialized training and/or experience related to AMR and its key elements such as multi sectoral coordination, infection prevention and control (IPC), antimicrobial stewardship (AMS), etc.

Preferred:

  • Medical doctor, microbiologist, pharmacist, nurse, or public health qualification

REQUIRED MINIMUM EXPERIENCE

Required:

  • At least seven+ years of clinical or public health experience, of which at least four years in areas linked to appropriate prescribing and use of antimicrobial, hospital therapeutic committee work, appropriate medicines use, development of treatment guidelines, IPC or other aspects of AMR containment

Preferred:

  • Experience in designing and implementing interventions in coordination with stakeholders
  • Experience in planning and organizing workshops and meetings for building consensus
  • Experience working in donor-funded health programs

KNOWLEDGE AND SKILLS

  • Awareness of Nepal’s national program on AMR and its status and keenly interested in AMR and its containment
  • Strong networking, collaboration and advocacy skills
  • Experience in development of training and advocacy materials
  • Experience in hospital therapeutic committee work
  • Experience in development of policy and standard treatment guidelines
  • Strong organizational skills with the ability to handle multiple tasks simultaneously
  • Excellent writing and presentation skills in English and Nepali are essential
  • Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint

COMPETENCIES

  • Ability to work independently and effectively in a team
  • Strong interpersonal and communication skills; ability in consensus building and constructively leading a team and collaborating efficiently with coworkers

PHYSICAL DEMANDS

  • Travel requirements up to 40% at national levels
  • Keyboard use, pulling drawers, lifting papers <10 lbs., etc.
