Vacancy - Sr. Project Manager

To successfully lead on all aspects of technical and programme management, ensuring delivery meets internal and external standards and requirements. The Senior Project Manager will work closely with the Head of English and School Education, as well as partners and colleagues, to ensure that financial, contract and project management are of a high standard throughout all stages of the project cycle.

Role overview

The Senior Project Manager is a critical role for the programme. They will oversee the delivery and management of the project in collaboration with the Head of English and School Education, ensuring it meets donor and British Council standards throughout all stages of the project cycle and across all results areas. They will help to motivate and create a dynamic and productive environment for colleagues and a group of consultants across the team. The Project Manager is accountable to the Project Senior Responsible Owner (SRO) for the successful delivery of the project.

The specific duties comprise, but are not limited to, the following:

Project Management

  • Leads on work planning and scheduling of the programme activities, securing and contracting inputs from team leader and deputy team leader in line with the work plan.
  • Ensures that all project activities are delivered in full compliance with British Council and Client standards, policies, and procedures.
  • Monitors the implementation of the British Council’s Project Management Framework and project management tools, to ensure contract compliance and efficient and successful delivery.
  • Leads on internal planning and reporting, including risk and issue management, impact reporting and ensuring regional management information requests are met.
  • Ensures that effective governance arrangements are in place and operating effectively for the project, including coordinating inputs into the project board meetings, client meetings and internal planning and reporting and management information requests
  • Ensures British Council’s anti–fraud and corruption policy is embedded in project systems.
  • Oversee project finances, including budgeting, expenditure tracking, and client invoicing.
  • Lead on the administrative and logistical management of the project, ensuring efficient and effective operations.
  • Responsible for drafting and maintaining all relevant project management documentation, ensuring compliance with relevant polices and standards.
  • Provide strategic and operational support to the Team Leader/Deputy Team Leader on research implementation.
  • Monitors and assesses the technical progress of the project, identifying opportunities for improvement and making necessary adjustments
  • Ensures high levels of professionalism are demonstrated in the delivery team and embedded into day-to-day practice.

Contract Management

  • Client Contract Management: Ensures all contractual and financial requirements are met by coordinating/inputting on client reporting, and ensuring that project team inputs are timely, quality-assured, and submitted within deadlines.
  • Manage the procurement of internal and external resources for specific activities and services, ensuring British Council and client procurement guidelines are met.
  • Responsible for identifying consultants, negotiating fees with them and drafting and issuing contracts
  • Manages contracts to ensure adherence to procurement and compliance requirements.
  • Manages the relationship on behalf of the project with all the relevant key internal and external stakeholders, as agreed with the Head of English and School Education.
  • Leads on day-to-day client management for the project, meeting client requirements and the British Council’s standards.
  • Maintains quality of delivery and adheres to Safeguarding, Equal Opportunity, Environmental Framework Tool (EFT), and Equality, Diversity and Inclusion (EDI) policies. 

Finance Planning, Management and Reporting

  • Working with the British Council's Finance Manager, supporting the setup and implementation of the Project Financial Management and Administration System in accordance with the British Council’s internal Financial Management procedures.
  • Establish and maintain a contract budget monitoring tool to enable accurate monitoring and reconciliation against the contract budget, provide commercial forecasts and respond to British Council and client requests for information.
  • Ensure that the project's financial system and operational programme delivery are compliant with the head contract requirements and BC standards, cost-effective, deliver value for money, and meet BC and client requirements.
  • Ensure that audit requirements are considered in day-to-day project delivery and that the audit trail is visible, transparent, and maintained by all team members.
  • Working with the British Council Finance Manager, lead on financial planning, (re)forecasting, cash flow, reporting and analysis; and work with the Project Team to ensure accurate, timely and complete financial management of the project budget meeting British Council standards and compliance.
  • Support to prepare invoices for clients, and manage payments to suppliers, vendors and consultants.
  • Working with the British Council Finance Manager, prepare a financial report to be submitted to the client and ensure its approval.

Brand and market positioning

  • Commissions the design and manages the production of marketing/communications collateral, including impact stories, in line with the British Council's and the client’s brand standards in consultation with the marketing and communication teams.

Relationship & Stakeholders

  • Leads on relationships at the project level.
