HURAC has been continuously working to promote the rights of children, economically poor, socially excluded and environmentally vulnerable sections of society.

HURAC hereby invites applications from interested and qualified candidates for the following full-time position under the Safe and Enabling Environment for Adolescent Girls and Young Women (SAFE-Girls) and Global Programme on Ending Child Marriage (ECM) projects, implemented by Human Rights Awareness Center (HURAC-Nepal) Rolpa in partnership with Plan International Nepal, with support from KOICA/UNFPA/Plan International, working in Rolpa and Kapilvastu districts. The Finance Coordinator will maintain financial oversight for project implementation in both Rolpa and Kapilvastu.

Location:

HURAC Central Office, Rolpa, with occasional/frequent travel to Kapilvastu and other project locations as required for financial review and project support.

Fixed-term as per the appointment letter.

Reporting Line:

The Finance Coordinator will report to the Senior Project Coordinator and Executive Director and will support reporting to the HURAC Board and Plan/UNFPA in accordance with project timelines and donor requirements.

Qualification and Experiences:

  • Master degree in relevant field with 1 years working experience in relevant area or Bachelor’s degree with 3 years working experience in relevant area. 
  • Experience with FAMAS/True book accounting software or similar accounting systems.
  • Experience working with NGOs, municipal coordination, or donor-funded projects will be an advantage.
  • Strong skills in budgeting, financial reporting and documentation.

Main Responsibilities:

  • Prepare annual, quarterly and monthly budgets in line with approved project plans.
  • Align project expenditures with approved activities and donor policies.
  • Track expenditure across Rolpa and Kapilvastu and identify and report budget deviations.
  • Support budget revisions, financial forecasting and cash-flow planning.
  • Maintain accounting and financial reporting through Truebooks/FAMAS software.
  • Ensure timely entry, verification and reconciliation of financial data.
  • Maintain proper vouchers, receipts, ledgers and supporting financial documents.
  • Work closely with the Finance and Procurement Officer to ensure compliance with procurement rules and procedures.
  • Ensure procurement and payment processes comply with donor requirements and HURAC policies.
  • Support vendor selection, quotation review, payment processing and proper filing.
  • Prepare monthly, quarterly and annual financial reports for the Executive Director, HURAC Board and Plan/UNFPA.
  • Ensure financial reporting deadlines are met.
  • Support internal and external audits, donor financial reviews and monitoring visits.
  • Follow up on audit recommendations and corrective actions.
  • Work closely with the Senior Project Coordinator and District Project Coordinator on fund requests and expense justification.
  • Support Field Officers and district teams in proper documentation of expenses.
  • Provide orientation and guidance to project staff on basic financial procedures and compliance.
  • Track field advances, settlements and activity-wise expenditure.
  • Ensure proper financial documentation for travel, events, procurement and community-level activities.
  • Monitor compliance with financial policies, internal controls and transparency standards.
  • Provide guidance to the Finance and Procurement Officer on financial practices.
  • Orient and support field staff on financial reporting formats and expenditure documentation.
  • Promote the correct use of financial codes, budget lines and cost categories.
  • Ensure that financial transactions uphold organizational integrity, anti-fraud policies and ethical standards.
  • Report any financial irregularities immediately to the Executive Director.
  • Perform other relevant duties as assigned based on project needs and organizational priorities.
  • Supervise the procurement and Finance Officer 

Field and Travel Requirement:

The position will be based at the HURAC Central Office, Rolpa, with occasional travel to Kapilvastu and other project locations based on financial review, monitoring and project support needs.
