Senior Program Officer- Monitoring, Evaluation, Learning and System (MELS)- Nos. 1

Major Roles and Responsibility:

The Senior Program Officer – Monitoring, Evaluation, Learning, and Systems (MELS) is responsible for overseeing project monitoring, facilitating evidence-based reporting, and documenting key learnings in close coordination with the program team and partner NGOs. The role plays a critical part in strengthening the MEL system by effectively operationalizing the MEL plan, promoting transparency, reinforcing accountability, and ensuring compliance through robust award management practices. The key responsibilities include preparing periodic progress reports, maintaining effective communication with government authorities and donors, conducting routine data quality assessments, and ensuring compliance with project standards. The position also focuses on enhancing downward accountability mechanisms and supporting adaptive project management based on data and insights.

Educational Qualifications and Experience:

  • Bachelor’s degree in development studies, Business Administration, Economics, or agriculture and veterinary sciences related field is required plus a minimum of 5 years of relevant experiences in INGOs/Donor organizations specially focusing on local economic development projects. Master’s degree preferred,
  • Other job-related education and/or experience may be substituted for all or part of these basic requirements,
  • Knowledge and understanding of project monitoring and evaluation
  • Profound experiences in learning and adaptation; and impact measurement process particularly focusing on market system development projects and/or systemic intervention related initiatives.  
  • Profound in data management and inferencing conclusions,
  • Excellent computer knowledge with command on MS Excel, SPSS, STATA or any data management and analysis software.
  • Experience on designing survey tools in ODK platform.

ESSENTIAL COMPETENCIES:

  • Ability to prepare and present documents in a well-designed and attractive format with superior attention to detail
  • Good team player with the ability to train and work cooperatively with a diverse staff, including field staff in several locations
  • Ability to work with sensitive information and maintain confidentiality
  • Ability to perform multiple tasks with minimal supervision
  • Willingness to work with a flexible schedule
  • Willingness to extensively travel to rural areas. 
  • Able to effectively promote Heifer’s mission values, and objectives
  • Sensitivity in working with multiple cultures and beliefs, and to gender equity
