Senior Human Resources (HR) Manager

LOCATION: Kathmandu, Nepal

Position Objective

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive

Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

The Senior HR Manager is responsible for overseeing HR functions for the GHSC-PSM Nepal project (“Project”) in compliance with local labor laws and Chemonics policies and procedures. The Manager will oversee recruitment, benefits, employee relations, compliance, internal communication and training, and other initiatives as required. Along with the Project HR functions, the individual will also work closely with the program team to assist HR capacity development TA, as defined in the workplan.

Job Responsibilities

Human Resources Operations (80%)

  • Oversee and manage the recruitment process of short-term and long-term local employees in compliance with established procedures and regulations, including but not limited to creating job descriptions and interview questions, shortlisting and pre-screening candidates as well as conducting reference checks, and negotiating employment offers.
  • Manage staff onboarding processes including orientation, which will include adequate training regarding the Project and relevant Chemonics policies and procedures.
  • Ensure accurate and timely timesheet submissions.
  • Ensure all staff are trained on, and are familiar with, timesheet procedures and policies
  • Ensure personnel and recruitment files are maintained according to Chemonics policies and procedures and in a manner that ensures confidentiality.
  • Work closely with the Country Director on communication to staff on labor law compliance and Chemonics policy to help to ensure a positive and thriving work environment for all staff.
  • Manage and administer benefits according to appropriate plans and local labor laws requirements.
  • Ensure project compliance with local labor laws by conducting regular audits to ensure the Project is updated on local labor laws and HR best practices.
  • Lead annual performance assessment process and ensure procedures are communicated and followed.
  • Advise on and manage disciplinary process as necessary to ensure all actions comply with local labor laws and Chemonics policies, coordinate with Home Office staff as necessary.
  • Work with staff to prevent, investigate, and/or resolve employee relations issues in coordination with Global HR, Project Management Unit (PMU), and Office of Business Conduct (OBC).
  • Serve as subject-matter expert for HR related issues and advise on HR actions to mitigate risks to the Project and Chemonics.
  • Foster a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Work closely with the home office to implement and drive company-wide HR initiatives.
  • Other duties as assigned.

Workforce Development (20%)

  • Work with Technical Director and project Technical Team Leads to design and deliver capacity building/training initiatives on various supply chain related areas with a focus on the regional, district, and health facility level.
  • Ensure that all trainings are properly planned for, supported, and documented by closely working and supporting the relevant technical team(s).
  • Perform a variety of administrative functions, including data management and correspondence, and carry out additional responsibilities as may be assigned from time to time in consultation with Technical Director.

Job Specifications

  • Bachelor’s degree in human resources, industrial psychology, business administration, or related field required; Master’s degree strongly preferred.
  • At least eight (8) years of progressive experience in human resources roles, including HR management; USAID experience preferred.
  • Strong knowledge of Human Resource management concepts and best practices required, and USAID regulations preferred.
  • Knowledgeable on local labor laws, ability to interpret local labor laws; previous experience interacting with labor counsel required.
  • Demonstrated leadership, versatility, integrity, compassion, and confidentiality.
  • Strong attention to detail, high degree of accuracy and thoroughness, and proven ability to manage human resources processes and work independently.
  • Excellent interpersonal, diplomacy, conflict resolution, and communications skills.
  • Fluency in English required.

Level of Effort and Location

This is a long-term position and will be based in Kathmandu, Nepal.

Supervision

The Senior Human Resources Manager will report to the Country Director.
