A. Background:
Feminist Dalit Organization (FEDO) was established in 1994 to empower women in general and Dalit women in particular so that they can raise their voices to get their entitlements. Since then, it has been implementing several projects and programs with the support of different National and international donors and partner organizations. In this connection, FEDO has been implementing the "Locally-Led movement for Right to Food and Dignity of Marginalized Women (Our Lead Project)" in Chaukune Rural Municipality of Surkhet in partnership with Fastenaktion (FA). The overall goal of the project is to establish a just and equitable society in all wards of Chaukune Rural Municipality, where Dalit women have food security, access to dignified life & livelihoods, equal participation, and inclusive development opportunities. One of the major Outcome of the project is that Dalit women in all wards of Chaukune Rural Municipality are organized, empowered, and actively advocating for their rights to food and land rights, the elimination of harmful social norms and practices, and the promotion of gender and social equality and participation at decision making level.
In this regard, FEDO has announced the notice of consultancy service to "develop the REFLECT Session Facilitation Manual" for the empowerment of Dalit Women on issues of marginalization, discrimination, harmful social norms/practices, gender & caste dynamics, unemployment, poverty, and food security through conducting the REFLECT Sessions/Class in the Women Groups.
Objective and scope of the Independent Consultancy Service:
The main objective of the service is to develop the REFLECT Session Facilitation Manual, which will play a crucial role in reflecting the issues, education, empowering communities, enhancing women's leadership, as well as promoting community actions to address the issues. As communities actively engage in the learning process, the sessions will evolve to address emerging challenges and priorities, ensuring that the topics remain relevant to the participants. The Facilitation Guidebook/Manual will build upon the foundational Facilitation Skills of Community Volunteers (CVs) in the initial sessions, encouraging women to take on more active roles to find solutions to issues and decision-making, and community development. They also learn about the core principles of the REFLECT methodology, including participatory learning, critical thinking, and community empowerment for action. The goal of REFLECT is to create sustainable, long-term change through community-driven action plans, with an emphasis on monitoring progress, adapting strategies, and fostering ongoing dialogue. Ultimately, the future of REFLECT will focus on scaling these sessions to reach more communities, strengthening their capacity to address social issues and promote gender equality at all levels.
B. Terms of Reference (ToR):
The Independent Consultant will serve as a Resource Person (RP) to develop the REFLECT Session Facilitation Manual. The consultant will perform the following tasks,
- Conduct a consultation meeting with FEDO and FA team to make a common understanding about the Manual and develop an outline structure of the Manual.
- Review and study of "Reflective dialogue Guideline developed by FEDO under UN Women project and other reference books related to Reflect program guideline, Group Facilitation, and community empowerment guideline.
- Study and review of the scope and context of the project for customizing the idea to align with the needs of Dalit women in the context of Chaukune.
- Develop the draft Manual and also conduct the pre-testing with the project target group before finalization of the manual.
- Finalize the "Manual" after pre-testing, learning, feedback, and suggestions of FEDO and the FA Team.
- Conduct the three-day ToT for staff and Community Volunteers (CVs) at the field level.
C. Deliverables/ Expected Product:
- An inception report that explains the understanding of the assignment, methodology, tools, and timeline for commencing the assignment.
- Provide the Final REFLECT Session Facilitation Manual.
- Report of TOT of REFLECT Session Facilitation Manual
D. Required Qualifications and Experiences:
- The consultant must have at least a Bachelor’s degree in a relevant discipline with a minimum of 3 years of work experience in community empowerment.
- S/he must have an understanding and experience in developing a Guidebook, manual, and guidelines.
- The Consultant will have an adequate understanding of the REFLECT Concept, including the Community empowerment process.
- She/he will also have good knowledge of working on the Rights-Based Approach (RBA). Additionally, the consultant will have enough understanding of the dimensions of caste and gender-based discrimination issues as well as social norms in Nepal.
- The Consultant should demonstrate excellent skills in manual development.
