The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Organizational context (where the job is located in the Organization)

Canadian Red Cross (CRC) partnerships in Nepal began with the arrival of the CRC health Emergency Response Unit (Field Hospital) in response to the April 2015 earthquake. CRC supported the Nepal Red Cross Society (NRCS) and the Red Cross Movement (RCM) in the emergency response, as well as the integrated recovery programming of NRCS, the Earthquake Response Operation (ERO). Partnerships and collaborations are at the core of CRC’s program delivery in Nepal. As such, CRC was engaged in consortia and multilateral projects in Nepal which include partnerships with IFRC, ICRC and 3 PNS (Norwegian RC, Danish RC and American RC).

CRC is also committed to support NRCS’s long-term health and Disaster Management (DM) programs with a vision to build the institutional capacity of NRCS within Nepal’s national health system. CRC also partners with academic institutions in Canada (including Center for Global Surgery of the McGill University Health Centre) to support NRCS partnerships with Hospitals (including Dhulikhel Hospital Kathmandu University Hospital and National Academy of Medical Sciences/Bir Hospital) and the Ministry of Health and Population (MOHP) in Nepal to deliver long-term health related programs.

CRC is working closely with NRCS to support health programming based on NRCS priorities and engagement with RCM partners (IFRC, ICRC and PNS). CRC’s plan over the subsequent years is to work in the consortium modality under the lead of the Danish Red Cross Society in Nepal.

Once the consortium is established, the Senior Health Project Officer will work in the Nepal Consortium office based in Kathmandu. The Consortium Members (American RC, British RC, Canadian RC, Danish RC) have had a longstanding partnership with the Nepal Red Cross Society (NRCS) having worked closely with them for several years, working alongside in the April 2015 earthquake response and recovery, as well as in the delivery of disaster risk reduction, health and community preparedness programmes. This role is based in country and will support the Health Programme Manager and team, as well as collaborating with the Planning Monitoring Evaluation and Learning (PMEAL), Finance and Administration/Logistics teams in the Consortium.

Job purpose

The Senior Health Project Officer will support the Health Programme Manager and the NRCS in implementation, monitoring and reporting of the Rural Emergency and Trauma Systems Strengthening (RETSS) Project as per project documents; logframe; budget, action plans; NRCS and Consortium policies; national guidelines and donor requirements. The Senior Health Project Officer will provide technical support and actively work jointly with NRCS to achieve the project goals to improve the health and well-being of emergency and trauma patients by increasing the quality of emergency health services in health facilities and through increased evidenced-based advocacy for enhanced emergency and trauma interventions.

The Senior Health Project Officer will work with the Canadian Red Cross Nepal Office until March 31, 2020 and reports to Health Programme Manager of the Canadian Red Cross Nepal Office. From 01st April 2020 this position will be under the Consortium. In the consortium, The Senior Health Project Officer will report to  Health Programme Manager of Country Consortium.

Job duties and responsibilities

Project Responsibilities

  • Coordinate and provide technical support to the NRCS team to implement the RETSS project
  • Assist the Programme Manager to ensure the project implementation is in line with the programme/project documents, agreements, logframe, budget and monthly, quarterly and annual plans
  • Ensure that programme activities operate within the policies and procedures of NRCS, DRC/Consortium, donor and comply with all relevant legislative and professional standards
  • Support NRCS to develop strategies and implementation plans ensuring consistent application of Community Engagement and Accountability (CEA), Gender Equity and Social Inclusion (GESI), PGI (Protection, Gender and Inclusion) and Child Protection policies
  • Strengthen accountability to beneficiaries and ensure each stage of activities considers gender, diversity and vulnerable group as per NRCS guidelines
  • Facilitate the review of training curriculum, methodologies, implementation of training courses as required specific to the RETSS project
  • Support the NRCS RETSS focal person to coordinate and work closely with relevant stakeholders and consultants in the designing of a Basic Live Support (BLS) curriculum including development of training materials and rolling out the training at provincial level.
  • Provide technical support to NRCS team in implementation of Primary Trauma Care (PTC), Rural Trauma Team Development Course (RTTDC) and other relevant trainings as outlined in the project documents.
  • Assist the NRCS RETSS focal person in procuring medical supplies, upgrading the ambulances and linking them to the ambulance dispatch centre and liaise with ambulance management committees to ensure sustainability.
  • Ensure that learning gained from the cross-learning exposure visits between Centre for Global Surgery - McGill University and NAMS/Dhukhel Hospital are disseminated. Advocate jointly with NRCS team to Hospital management for changes and facilitate the future cross learning opportunities.
  • Carry out monitoring visits to project sites together with NRCS team, communicate technical programme performance and advise senior management on technical issues that could adversely impact programming
  • Support NCRS on recruitment of key project-based staff, especially development of job descriptions and provision of project orientation, briefing and mentorship

Support NRCS on budget forecast

  • Provide advice and follow-up to NRCS regarding the development and timely submission of narrative and projects reports, updates and communication materials as required in the project
  • Monitor progress and quality of activities by undertaking regular field visits to project areas jointly with NRCS and provide structured feedback in a way that can improve activity progress and impact
  • Work with the PMEAL Officer to develop the baseline, endline, mid-term review and reporting tools and templates as per project workplan
  • Coordinate with NRCS team to ensure timely and quality and quantitative data collection in coordination with the PMEAL Officer, data analysis      and submission of project reports in standard format.
  • Support the identification and formulation of project proposals, including preparation of concept papers, project applications, budgets and support assessment missions
  • Contributes technically in the review of programme reports with NRCS and programme team
  • Support Health Programme Manager to liaise with NRCS Health Service Department in the implementation of the projects supported by the Consortium
  • Facilitate visits, internal/external missions/reviews, evaluations from partners, donors and consultants in coordination with the Health Programme Manager and the PMEAL Officer
  • Support in developing plans for a successful exit strategy and/or handover of sector-specific activities
  • Assist the Health Programme Manager in compiling institutional donor proposals and reports as and when required
  • Document good practices, knowledge management, institutional learning and technical innovations
  • Work with colleagues to ensure coherence and communication across all consortium programmes
  • Provide support to the Health Programme Manager to increase the capacity of NRCS team in new health programming.
  • Provide support to RETSS project team, academic partners and other relevant stakeholders in research initiatives.

Partnership and Coordination

  • Ensure synergies in projects and coordinate and share learning across projects
  • Support to develop and maintain partnerships with the Ministry of Health and Population (MOHP) / National Health Training Institute (NHTI), hospitals and relevant medical associations as required to support implementation of the RETSS project
  • Provide technical guidance to NRCS on practices, quality standards and policies, government, humanitarian and RC/RC Movement
  • Support NRCS in ensuring proper representation in formal and informal government/cluster/RCRC Network/sector coordination meetings, to ensure proper coordination and information sharing
  • Support NRCS and Health Programme Manager to coordinate and liaise with other NRCS departments, IFRC, relevant government agencies and other key stakeholders.
  • Support NRCS in effective coordination and liaison with key stakeholders including authorities, local and international organisation and UN-agencies as relevant
  • Coordinate and liaise with relevant government agencies and partners in Nepal as assigned by the Health Programme Manager
  • Participate in meetings, seminars, workshop and other relevant events as requested by the Health Programme Manager or Head of Programmes or Country Consortium Manager.
  • Liaises and work in close collaboration with CRC National office project team and advisors and with national and international academic partners as agreed with the Health Programme Manager / Head of Programmes

Capacity Building

  • Support strengthening of capacities of NRCS staff and volunteers through regular interaction, mentoring, formal and informal (on-the-job) training and monitoring.
  • In close coordination with the PMEAL Officer Contribute to the development of NRCS monitoring and evaluation and data systems management capacity, procedures, tools, associated methodologies and key documents to ensure standardization in evaluation and reporting practices.
  • Provide support to NRCS with respect to planning, implementation, monitoring and reporting of activities.
  • Provide advice and follow-up to NRCS regarding the preparation and submission of programme/project reports.
  • Provide technical and capacity building support including supervision, training and mentoring of staff in planning, management and implementation of projects/programmes
  • Work directly with NRCS counterpart to enhance adherence to and implementation of the Core Humanitarian Standard, Red Cross Principles, gender equity and social inclusion best practice in disaster contexts
  • Provide technical support to NRCS counterpart in development of the necessary technical documents
  • Support NRCS with facilitation of events/workshops as per project needs

Other Tasks

  • Provide support to NRCS in the event of any disaster and subsequent response operations.
  • Any other tasks specific to this position to be identified and agreed upon by the job holder and line-manager
