Project Background:
The USAID/Nepal Karnali Water Activity will create healthy, resilient, and water secure communities at the watershed level through strengthened water and sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The program team will methodically integrate WRM, watershed biodiversity conservation, and water and sanitation service delivery by mapping and strengthening the roles, connections, and capacities of key actors and stakeholders system wide.
Position Description:
The Sanitation Planning Coordinator (SPC) – under Objective 2 of the Karnali Water Activity – will be responsible for coordinating and leading the development of citywide sanitation plans in two municipalities by the end of year 1 (by July 15, 2022). The plans will be prepared using validated citywide sanitation planning approaches and tools such as the International Water Association’s (IWA) Sanitation 21[1] or the City Sanitation Planning guides. These should be used together with CWIS guidelines drafted by the Government of Nepal (GoN). The SPC will coordinate closely with project stakeholders, other relevant STTAs such as the Statistician, Survey Coordinator, Business Model Development Expert, and other support team staff. S/he will also closely coordinate with municipal elected representatives, executives, and officials together with other key municipal stakeholders.
Key Duties and Responsibilities:
The Sanitation Planning Coordinator (SPC) will:
- Coordinate with multiple stakeholders – such as the local municipality, CSP task force, and service providers – as part of the citywide sanitation planning process
- Review and analyze the existing sanitation situation across the sanitation value chain and cross cutting themes, in target locations
- Review the existing Institutional and Governance Framework for Provision of Sanitation Services: with an emphasis on the effectiveness of i) Institutional Framework, ii) Capacity Building, iii) Awareness generation and behavior change
- Assess (through surveys) demand for sanitation solutions across the sanitation value chain and cross cutting themes
- Analyze demand and supply gaps in sanitation, and formulate sanitation solutions across the sanitation value chain and cross cutting themes
- Develop a sanitation action investment plan
- Support selection of locations for six FSTPs that optimize collection efficiency and political acceptability
- Support development of Standard Operating Procedures (SOP) addressing maintenance, safety, enforcement, and conduct training on SOPs
- Support promotion of reuse of treated sludge in ways feasible to the local context, with focus on generating revenue streams to support operational costs
- Support engagement with local government in development of business plans for FSTPs
- Support coordination and collaboration with government bodies and stakeholders to demonstrate opportunities for joint planning and resource pooling (addressing collection, transportation, treatment, reuse, service delivery, supervision and regulatory enforcement)
- Coordinate, plan and update the Sanitation Service Manager (SSM) on a daily/regular basis to plan out activities and task under 500B’s scope of work
- Develop weekly updates, monthly, quarterly and yearly progress reports in the required formats and deadlines, in coordination with SSM and submit as needed
- Coordinate with short term technical assistance (STTA) staff at 500B such that the technical team is up to speed to deliver the required tasks as per the Work Plan
- Oversee and ensure timely completion of the different steps of the Work Plan relevant to the above scope of work.
- Support the Director at 500B with additional tasks as required
KEY DELIVERABLES:
- Support local level stakeholder coordination and consultation
- Support development of a citywide sanitation situation assessment report incorporating findings of the status analysis (as stated in the Annex)
- Identify and document potential options for sanitation solutions across the sanitation service chain
- Support development of citywide inclusive sanitation plan incorporating feedback collected from local municipalities (including sanitation action investment plan)
- Support development of SOPs for selected FSTPs
Qualifications:
- Master’s degree in the field of Environmental Engineering/ Science/ Management with minimum of 5 years of experience or a bachelor’s degree in the field of Environmental Engineering/ Science/ Management or Civil engineering with a minimum of 10 years of experience in the field of Water, Sanitation and Hygiene (WASH) planning and programming
- Knowledge on faecal sludge management (FSM), citywide sanitation planning including use of basic sanitation planning tools such as Sanitation 21, Shit Flow Diagram (SFD), City Sanitation Service Delivery Assessment (CSDA) tool including stakeholder consultations is an added advantage
- An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
- An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
- Excellent written and oral communication skills, and fluency in English
Supervision:
This is an STTA position, based in Kathmandu, that reports to the Director at 500B Solutions.
OVERSIGHT AND TECHNICAL DIRECTION
The Sanitation Planning Coordinator (SPC) from 500B will be responsible for ensuring the aforementioned duties and responsibilities including managing, facilitating surveys, and organizing each and every step of the CSP process, including CSP drafting and finalization. The Sanitation Services Manager of USAID Karnali Water Activity will provide oversight on the performance of SPC and provide technical direction to ensure the timely completion and quality assurance of the product/deliverables anticipated.
