for "Final evaluation of Community Mental Health and Psychosocial Support Program” (2022-2025, phase 7)
The Centre for Mental Health and Counselling –Nepal (CMC-Nepal) is a non-governmental organization dedicated to enhance quality mental health and psychosocial (MHPS) care services in Nepal. It works on prevention, promotion and curative aspect of mental health through various programs in collaboration of Government of Nepal, International and National Non-Government Organizations and Civil Society Organizations. CMC-Nepal, in collaboration with the Non-Communicable Disease and Mental Health Section of Epidemiology and Disease Control Division and National Health Training Centre of the Department of Health Service (DoHS) at central level and with local government at community level, has been conducting Community Mental Health and Psychosocial Support Programme in 16 local level of 4 districts; Udayapur, Okhaldhunga, Surkhet and Jajarkot. The funding partner of this project is Tearfund Australia. Currently, seventh phase of this project is on progress since 2022, for four years.
It has focused its activities on benefitting people living with mental and psychosocial problems by enhancing access to mental health and psychosocial services in government health institutions. While doing so, CMC-Nepal has been conducting training and on-site clinical supervision on mental health and psychosocial counselling support to government health professionals. It is also creating awareness at community level through awareness campaigns, day celebration and workshops with female community health volunteers (FCHV), traditional healers, mother groups, teachers, health facility operation management committee (HFOMC) and other community people.
The rights-based approach with a new emphasis to empower communities and mental health service users and their families was began from 2013 in earlier phases and this approach is being continued in this phase also, in tandem with the continuing work to mainstream and strengthen mental health service into the existing health care delivery system. This approach has largely involved forming self-help groups from the people with mental health conditions and their care takers around each of the health facilities where government health workers have been trained. CMC-Nepal works with persons with mental health conditions and psychosocial disabilities and their family members and disseminates or educates them in mental health, mental illness and its effects at individual, family and community level by encouraging them to raise their voices for the protection of rights to services and other social benefits. There is also high- level advocacy work with the Government to raise the status and funding for mental health within the government’s broader health services. Since it is the last year of this project of this phase and we are seeking application and detail proposal to conduct final evaluation of this project through external consultant (individual or organization).

Interested and experienced organization or individuals meeting the requirements are requested to submit the proposal with details of methodology and other requirements (specifying both Technical and Financial proposal) in a sealed envelope to the following address not later than 5.00 PM of 26th May, 2025. If possible, please include at least one latest evaluation report related to mental health and psychosocial area and CVs of lead evaluator, data analyst, MHPSS expert and legal documents of organisation.
