1. Background
Support Nepal (SNP), on behalf of the Initiative for Shared Prosperity in Koshi River Basin in Nepal (ISPKN) led by dZi Foundation, invites Request For Proposals (RFP) from qualified consulting firms/consortia to conduct a Shared Prosperity Mapping in six municipalities across Khotang, Udaypur, Sindhuli, Saptari and Sunsari districts. The assignment will serve as (i) an integrated exclusion–poverty–vulnerability baseline for a three-year project (2026–2028) and (ii) a flagship, replicable methodology for municipal planning and future programming.
2. Objective of the Consultancy
The consultancy will:
- Cover all wards in six municipalities: Kepilasgadhi Rural Municipality and Halesi Tuwachung Municipality in Khotang, Belaka Municipality in Udaypur, Sunkoshi Rural Municipailty in Sindhuli, Hanuman Nagar Kankalini Municipailty in Saptari, and Gadhi Rural Municipality in Sunsari.
- Integrate three pillars: (a) socio-economic and institutional exclusion (GESI-focused); (b) income/consumption poverty and livelihoods; and (c) climate and disaster vulnerability (exposure, sensitivity, adaptive capacity).
- Use mixed methods: quantitative household survey, qualitative and participatory work, and spatial/GIS analysis to generate ward/municipal profiles, maps, and a Shared Prosperity Index/dashboard.
The expected outputs include a full baseline report, datasets and GIS package, municipal/ward maps, a practical index/dashboard, and a concise methodology guide for replication by municipalities and partners.
Who Can Apply?
Proposals are invited from:
- Registered consulting firms, research institutions, or consortia; and/or
- Teams of individual consultants led by a legally registered entity able to contract with SNP.
Applicants should demonstrate:
- Strong track record in large-scale mixed methods research in Nepal (household surveys, qualitative work, and spatial analysis).
- Proven experience in at least two of the three areas: (i) poverty measurement; (ii) GESI and social inclusion analysis; (iii) climate/disaster risk and vulnerability assessment.
- Experience working with local governments and communities, preferably in Koshi Province and/or similar river basin or disaster prone areas.
Contents of RFP (max. 8–10 pages, excluding annexes)
- Organizational profile and legal status.
- Relevant experience (at least 3–5 similar assignments in last 5–7 years).
- Initial technical response (high level approach only, including ideas for integrating poverty–exclusion–vulnerability into a practical index/dashboard).
- Indicative core team (short bios of key experts and availability March–June 2026).
- Administrative details (contact person, government registration, tax clearance status).
