For
Resource Package development for Local Judicial Committee members
1. Background and Context
Center for Dalit Women Nepal (CDWN) in collaboration with United Nations Trust Fund to End Violence against Women (UN Trust Fund) is implementing a project titled “Establish Mechanism and Strengthen Sub-National Policies to Combat Violence Against Dalit and Marginalized women and Girls” in 10 Municipalities in Bara, Parsa and Siraha. The project is aimed at preventing VAW/G and GBV by strengthening local governments, Local Judicial Committees (LJCs), and other concerned stakeholders and raising awareness among women, men and other community members on instances of GBV and VAW/G.
For this purpose, the project team is looking for a consultant/consultancy firm to design resource packages for Local Judicial Committee (LJCs) of 10 municipalities with the specific focus on their roles and responsibilities.
2. Scope of Work
This work expects the consultant to produce a resource package catered to the needs of LJCs functions and functionaries while dealing with the cases at the local level. The resource package comprises of resource manual to strengthen the capacity of Local Judicial Committee to deal with the cases of VAW/G in particular and the facilitators guide. The package further includes the development of the information package for the members of Local Judicial Committee with better information and greater knowledge on the issue. This will primarily act as reference material for LJCs to smoothen their task to deal with the cases pertaining to VAW/G and GBVs. The individual consultant/consultancy firm will carry out need assessment, undertake desk research to review existing materials, conduct consultations with the concerned stakeholders and prepare a comprehensive resource package. Hence, the selected consultant, in close coordination and collaboration with the CDWN team, is expected to research and design the package for LJCs.
Objectives:
The objective of the consultancy is to develop
· A comprehensive resource manual on roles and responsibilities of Local Judicial Committees to be structured and designed in modules
· Facilitator’s Guide to be structured and designed in modules
· Information package for the Local Judicial Committees members
The manual will include but not limited to
· Understanding the concept of gender, gender equality, women human rights and VAW/G
· Role and responsibilities of Local Judicial Committees
· Documentation of violence against women and girls
· International and national human rights instruments, laws and policies that address VAW/G
Methodology
The consultant is expected to use primary and secondary sources of information and also conduct consultations with the concerned stakeholders including Local Judicial Committees of the project working areas and in close coordination with CDWN.
3. Experience
· Prior experience in developing of resource manuals and facilitators guide (preferably in VAW/G)
· Knowledge and understanding of the context of project working areas, human rights and development issues
· Knowledge on capacity building, gender issues, social inclusion, human rights, VAW/G and local governance
4. Duration of the assignment
The duration of the assignment will be of a month commencing from the date of contract signing.
5. Deliverables
Finalized resource package mutually agreed by the consultant and the CDWN.
6. Documents to be submitted
· Technical proposal with the details of the understanding of the assignment
· Financial proposal
· CVs of the proposed person(s)
