Request for Proposal (RFP): Quantitative Data Collection for Endline-2 Study

Project Title: Change Starts at Home- Organized Diffusion for Intimate Partner Violence Prevention
Introduction: Equal Access International (EAI) is a communication for social change organization dedicated to driving sustainable and transformative change in areas such as governance, peacebuilding, youth, gender, and preventing extremism. In Nepal, EAI is leading the 'Change Starts at Home- Organized Diffusion for Intimate Partner Violence Prevention' (Change Project), focusing on organized diffusion and social networks for social norms change.
Invitation for Proposals: EAI invites applications from qualified Nepali research organizations to support quantitative data collection for the endline-2 study of the Change Project.
Scope of Work: The selected research firm will be responsible for conducting surveys with approximately 2,400 individuals in the Hupsekot and Binayi Tribeni rural municipalities in the Nawalpur (Nawalparasi BaSuPu) district.
Proposed Dates and Duration: The end-line data collection is scheduled to occur between November 20 and December 20, 2023.
Duties and Responsibilities of Research Firm: The research firm is expected to:
- Hire and supervise qualified, gender, and linguistically-matched survey enumerators.
- Develop a management and supervision structure for the field research team.
- Participate in training related to the end-line study organized by EAI.
- Create a plan for ensuring data quality, including ongoing monitoring and site visits.
- Administer pilot surveys (if required) and the end-line survey using Commcare or another relevant application.
- Provide routine safety and quality monitoring information to EAI.
- Support EAI and the international research team in data cleaning.
- Adhere to internationally recognized ethical standards for data collection on violence-related research.
- Draft a field operation manual in cooperation with EAI.
- Organize transportation to and from data collection sites and related lodging needs in collaboration with EAI and its local implementing partner.
Deliverables: The research firm should provide the following:
- Proposed management structure, modalities of work, and coordination mechanisms for data collection.
- A detailed report of hiring decisions and qualifications of all team members.
- A proposed plan for ensuring data quality.
- A proposed plan for ensuring data security.
- A report of the data collection activities.
Required Eligibility, Qualifications and Skills of Research Firm:
- The company should be registered to do business in Nepal.
- Highly experienced in data collection and management in Nepal, with a proven capacity for previous gender-related data collection in Hupsekot and Binayi Tribeni rural municipalities in the Nawalpur district.
- Highly experienced in conducting data collection pertaining to gender-based violence.
- Highly experienced with ethical aspects of research with vulnerable populations in the last 12 months.
- Highly experienced with research quality control and adherence to study protocols.
- Good understanding of Nepal's development concerns, particularly issues related to girls and women (prior experience with gender-based violence against women is a requirement).
- Strong verbal and written communication skills in Nepali and English.
- Demonstrated experience with CommCare or other comparable systems.
Criteria of the Evaluation:
- Technical Criteria: 60% - The research firm's demonstrated experience in conducting data collection and management in Nepal, The proposed methodology for data collection, including strategies for ensuring data quality
- Technical Criteria: 20% - A demonstrated understanding of Nepal's development concerns and GBV, particularly issues related to girls and women, Plans, and procedures for ensuring data security throughout the data collection process.
- Technical Criteria: 20% - for Past Performance and prior experience with gender-based violence against women in Nepal
Firms that will reach 70% on the Technical Criteria will be analyzed from the cost perspective.
