World Vision International Nepal (WVI Nepal) is part of WV global partnership operating in more than 100 countries. WVI started its long-term development programme in Nepal since 2001 to contribute to child well-being after signing General and Project Agreements with the Social Welfare Council (SWC). WVI Nepal undertook integrated Area Development Programmes in 18 districts of (six provinces except Lumbini) including 2015 Earthquake (EQ) response designed to improve the quality of life of children, households and communities through child-focused, community-based programmes. As at 2022, programmes in six districts have been phased out, with on-going work in 16 districts including Dailekh and Jajarkot of Karnali Province. WVI Nepal also successfully implemented programmes to meet immediate needs of children, households and communities affected by disasters including, but not limited to the 2015 mega-earthquake, floods, landslides and COVID-19. WVI Nepal’s humanitarian response is one of the largest, reaching 608,634 people with USD 50 million during the 2015 EQ Response. WVI Nepal’s COVID -19 Emergency Response Phase 1 (2020) and Phase 2 (2021) reached 133,593 and 201,908 people respectively including 1433 oxygen cylinder, 20 oxygen concentrators, 1022 pulse oximeter, 1225 PPE sets, 1012 thermal gun, 2196 hygiene kit, alternative education via more than 200 community radios across the country. Over the years, WVI Nepal has implemented these interventions through more than 26 PNGOs.

Community Based Disaster Risk Reduction Project (CBDRR) is being implemented by two local partners with technical and financial support of WVIN at Bhajani municipality, Tikapur municipality and Janaki rural municipality of Kailali and Turmakhad rural municipality and Panchadewalbinayak municipality of Achham district. To achieve the project goal, there is a plan to conduct PDRA at 15 wards of 5 palikas. PDRA process access and addresses the major risks to the community people.

The CBDRR project team is seeking support in update and customization of the existing (Participatory Disaster Risk Assessment) PDRA tool in order to prepare it for deployment, where the existing PDRA tool develops household level preparedness plan based on household surveys. The primary focus of the work will be on customization/relinking of existing features/questionnaires to develop hazard/social map, identify most vulnerable communities, households, identify the sites where the mitigation measures are needed and finally produce CDRMP by using mobile application through Household level surveys in selected clusters as well as Focus Group Discussion (FGD) with community people in multiple areas. The data collection applies multiple dimensions of DRR such as economic, social, geographical, institutional, behavioral, and so on. PDRA identifies the contextual risks vulnerability, its outcome, and its applications.

 In reference to this TOR the independent consulting research firms will prepare technical and financial proposal for conducting the baseline study. The consultant selection will be based on the quality of the technical proposal and its adequacy on the financial plan.

Deliverables:

Bidding process:

  • A complete study proposal (with separate technical and financial proposal document) which responds to the scope of work.

Reporting process:

  • Update and Customization of existing PDRA tool based on the need of project
  • Ensure secure and smooth operation of the PDRA tool and make sure that all resources are updated in place so that the system is operational.
  • Design content using the appropriate resources.
  • Redesign some of the existing features to suit the needs of users.
  • Ensure that the security system of the platform ans associated likned products as well as the application meet the data security standard of WVI Nepal.
  • Work in close coordination with the WVI Nepal NLab team including CBDRR project team for the deliverables
  • The WVIN team NLab will oversee and monitor the technical aspects of the complete upgrade process along with providing guidelines and feedback for the progress made within the time frame and scope of work.
  • Coordinate with all relevant stakeholders when conducting PDRA.
  • Add View only (audit) user role which is to be provided for auditing purposes (view but not edit)
  • Provide orientation training of the system to the WVI Nepal team, enumerators for operation and implementation of the system
  • Provide technical support during the whole PDRA tool implementation process.
