Helen Keller International, an Intl non-profit organization (INGO) works to improve the sight and lives of the vulnerable by combating the causes and consequences of blindness, poor health, and malnutrition through public health approaches, building the capacity of organizations, and contributing to policy changes through systems strengthening and operations research.

Non-communicable diseases (NCDs) are a major public health challenge globally and in Nepal, contributing significantly to morbidity and mortality. Among them, Hyperglycemia in Pregnancy (HIP), including pre-existing diabetes and Gestational Diabetes Mellitus (GDM), is an emerging concern with significant implications for maternal and newborn health outcomes.

To strengthen the prevention, screening, diagnosis, referral, and management of HIP within the health system, Helen Keller Intl, in collaboration with the Family Welfare Division (FWD)/Department of Health Services (DoHS), has supported the development of a National HIP Guideline through the engagement of technical experts. The guideline has been finalized and are currently under review for endorsement. Effective implementation of the guideline will require orientation of health workers and relevant stakeholders, along with adequate planning and resource allocation. Therefore, the development of standardized orientation materials and estimation of implementation costs are essential to support the guideline's rollout across different levels of the health system.

Qualifications:

  • Master’s degree or higher in Public Health, Health Economics, Health Management, or a related field.
  • Minimum 7–10 years of relevant experience in public health programs, preferably in maternal and newborn health, NCDs, and/or diabetes.
  • Proven experience in health program costing and development of training/orientation materials.
  • Demonstrated experience in the development and costing of national guidelines, strategies, or protocols, preferably in maternal and newborn health and NCD-related programs.
  • Strong technical writing, analytical, and stakeholder coordination skills.
  • Experience working with the Government of Nepal and familiarity with government guideline formats will be an asset.

Proposal Requirements:

  • Detailed technical proposal including at least methodology and technical approach and work plan.
  • Financial proposal with detailed breakdown and clarity.
  • Updated resume/CV
  • Samples/portfolio of previous relevant work.
