Preparation and Advocacy for Disability Survey

Contract Duration: 3 months (October – December 2024)

1. Background Information:

The United Nations Development Programme (UNDP) Nepal works with the people and the Government of Nepal, and other development partners to pursue equitable and sustainable Human Development Goals through eradication of poverty, increase in livelihood opportunities, improvement in community resilience against conflict, disasters, and impact of climate change, while laying down strong foundations for a society based on rule of law with an inclusive and participatory democracy. With the above- mentioned thematic area, gender equality and social inclusion is core of UNDP work and is mainstreamed and addressed through the specific interventions targeting to the most marginalized and other vulnerable groups.

Nepal's Constitution 2015 has expressed full commitment to recognizing and implementing disability rights and inclusive development. The Act Relating to Rights of Persons with Disabilities, 2017, ensures disability inclusion into national development plans and other frameworks relating to social support, healthcare, education, employment, accessibility, and rehabilitation. There have been several attempts to bring constitutional mandates and the legal provisions into implementation through sectoral policies and plans of the ministries concerned.

UNDP Nepal with support from United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) is implementing the Disability Inclusive Development in Nepal project since 2022. The project aims to support the identified priorities for the disability inclusive development in Nepal by

  • Strengthening the policy/planning environment and coordination mechanisms with full and meaningful participation of Organization of Persons with Disabilities (OPDs), with particular focus on the most marginalized group to advance CRPD implementation;
  • Strengthening disability assessment and referral and disability support services; and
  • Building the capacity of policymakers, service providers, Organization of Persons with Disabilities (OPDs) and other relevant stakeholders to support the formulation of disability inclusive planning, implementation, and monitoring of Sustainable Development Goals (SDGs).

These interventions will build on the progress made from the ongoing programmes on disability, the Aawaaz project and other interventions related to persons with disabilities. UNDP with the support of UNPRPD worked with the National Federation of the Disabled Nepal (NFDN) and the National Statistics Office (NSO) on the disability statistical report as well as the initial work on the disability survey including the initial draft of the questionnaire for the survey. Few consultations at the province level as well as national level was organized to fine tune the questionnaire. Further, for UNDP as well as for the National Statistical Office, disability survey has remained as one of the major works as it aims to further provide the details information on the persons with disabilities. The National Statistics Office (NSO) has also planned for the National Disability Survey. In this context, the importance of the preparation for the disability survey and to ensure the sensitization of the persons with disabilities, concerned stakeholders and the providing final guiding documents (including the manual etc.) becomes imperative. Hence, an extensive preparation and planning to execute the survey to make it more credible and participatory is most paramount for Nepal.
