Background:
CARE is a leading humanitarian organization committed to saving lives and fighting poverty and social inequalities. It has been working in over 100 countries across the globe. Working alongside a vast network of partners globally, CARE works to rebuild and improve the lives of the most disadvantaged, poor, and vulnerable communities.
CARE started its operations in Nepal in 1978 and is one of the first international aid agencies to work in the country. During the last 4 decades, CARE Nepal has been working with the most vulnerable communities of Nepal to address the issues of poverty and social injustice, along with challenging harmful social practices, building capacities and empowering livelihoods. Today CARE Nepal works to address systemic and structural causes of poverty and social inequalities such as discrimination against women and girls along with discrimination based on caste, class, ethnicity, or geography. CARE supports humanitarian actions to address vulnerabilities from climate change and natural disasters. CARE works with marginalized women and adolescent girls to ensure their empowerment, wellbeing and dignity through social transformation and access to quality social and economic services.
Start Network is a global network organisation, with over 100 member organizations across five continents, from large international humanitarian agencies to local and national NGOs. Start Network’s mission is to create a new era of humanitarian action that will save even more lives. We aim to operationalise this through locally led action, innovation and early and rapid financing, so that humanitarians on the frontline of crisis can provide anticipatory action and early effective responses before and when crises strike.
Start Fund Nepal was launched in 2021. It is a member-led funding mechanism designed, managed, and implemented by local, national, and international organisations. Its aim is to protect and support the most vulnerable communities at risk and affected by floods and other multi-hazard crises.
Building on this strong foundation, Start Network members in Nepal have now committed to developing a Disaster Risk Financing (DRF) system for flood that will enable proactive and data driven interventions, through access to Start Ready financing. A DRF system combines scientific hazard modelling, joint development of contingency plans, and pre-arranged financing to enable faster, more predictable, and better-coordinated responses to disasters that happen with a predictable pattern of occurrence.
CARE Nepal on behalf of Start Fund Nepal has requested for consultancy services from eligible vendors to provide a consultancy service for an Impact and Vulnerability Analysis of Communities at Risk of Flooding to support the Disaster Risk Financing (DRF) system that Start Network and Start Fund Nepal Members are building in Nepal. The overall objective of the study aims to support Start Network Members in identifying priority geographical areas for the DRF system that is currently being developed, which aims to protect communities at risk of floods in Nepal. It will also guide the Start Network team in selecting the most appropriate flood model. The study must provide clear, evidence-based recommendations supported by robust data.
