Request for Proposal - Capacity building on Project Cycle Management & Finance/Grant Management

1. Background and rationale

The USAID Inclusive Livelihoods-West Project (November 2022 to October 2025) has been implementing by CBM, Disable Empowerment and Communication Center (DEC Nepal) and KOSHISH – Self-help Groups of Persons with Psychosocial Disabilities (KOSHISH– Nepal). The project will support women and men with disabilities to (1) organize and enhance their collective voices and participation through Self-Help Groups (SHGs); (2) equip them with skills, tools and start-up funds for entrepreneurship and employment; (3) improve resilience to external shocks; (4) increase inclusive policies; and (5) make markets and value chains more disability inclusive. 

In this regard, the project is seeking proposal from the qualified Trainers for capacity building of OPDs (Organizations of persons with Disability) in Project Cycle Management & Finance/Grant Management 

The participants of the training are Board members and senior staff of the OPDs -CBM implementing partners for USAID Inclusive Livelihoods-West.

2. Purpose and Deliverables

Project Cycle Management Key Content:

  • Introduction to project cycle management and its importance
  • Overview of the project cycle, including the stages of project identification and formulation
  • Identifying project needs and opportunities.
  • Conducting stakeholder analysis and mapping.
  • Developing a project plan, including a logical framework.
  • Identifying project inputs, activities, outputs, and outcomes.
  • Developing a work breakdown structure and project schedule.
  • Conducting project appraisal, including cost-benefit analysis and social impact assessment.
  • Implementing the project, including project management, monitoring, and evaluation.
  • Identifying key performance indicators and setting targets.
  • Developing a project monitoring and evaluation plan.
  • Project visibility, branding and reporting.
  • Conducting regular monitoring and evaluation activities to ensure project success.
  • Project closure.

Partnership, Financial Management and Compliances Key Content:

  • Partnership and its value.
  • Overview of financial management, including budgeting, forecasting, and financial reporting.
  • Understanding the importance of financial compliance, including regulatory requirements and internal policies.
  • Conducting financial planning, including budget development and cash flow forecasting.
  • Identifying key financial performance indicators and monitoring progress towards financial goals.
  • Ensuring financial compliance, including monitoring and reporting of expenditures, documentation and record keeping, and adherence to regulatory requirements.

3. Scope

  • Provide thorough knowledge about project cycle management, financial management and grant management.
  • Enhance the capacity of the OPDs to manage the activity smoothly/ effectively/ efficiently during the project cycle.
  • Develop the institutional capacity of the partners that will drive their organizations towards sustainable action like adopting good governance practices, fund raising, continuing disability movement, etc.

4. Timeframe and duration

       Event Date: 27 March 2023 to 31 March 2023 (5 Days Residential Training)

       Time9:00 am to 5:00 pm

5. Place/ location of service delivered

        Banke District (or Adjoining Area).

6. Required Expert Profile

        Interested individuals/ firm must submit:

  • Duly filled & signed consultant registration form along with the copies of PAN/VAT certificate, firm registration, tax clearance certificate, experience certificates from other NGO/INGOs and Aid agencies and updated CV.
  • Required elaboration on concept note (Plan of Action/Methodology)
  • A detailed profile of the consulting firms/individuals includes type of programs implemented, trainings delivered, sustainability approach of capacity buildings, target groups supported, cross cutting issues and experience/approach of disability inclusion.
  • Rate should be submitted based on Consultant Fee- Per day/per person & Travel Cost
  • The experience of the facilitator/s in the similar training (with evidence) and working in the project cycle management of USAID funded projects would be added value.

Eligible individual or firm who provide complete information may be invited to participate in future procurement processes. All interested consultants are requested to respond to this RFP (Request for Proposal) by submitting with required documents not later than 20 March 2023, the selection will be on rolling basis.
