Terms of Reference

for

Vocational and Skill Development Training of Building Electrician

Organization Background 

Members: The Community Development & Advocacy Forum Nepal (CDAFN) was founded in 2006 in the Mahottari district of Nepal. It is a non-profit, non-governmental organization led by professionals with expertise in Natural Resource Management (NRM) and social development.

Inclusion: CDAFN is committed to social inclusion, focusing on marginalized, impoverished, vulnerable, and socially excluded segments. It operates under the statute-2063 and adheres to comprehensive objectives covering various sectors, including Chure Conservation, Disaster Risk Reduction, Women Empowerment, Good Governance, and more.

Affiliation: CDAFN has a robust historical track record marked by collaborative initiatives with various government and donor organizations, establishing itself as a trailblazing NGO in the Madhesh Province. These days, CDAFN has been implementing Sponsorship (Samunnati) Program in Gaushala & Bardibas since June 2023 in partnership with Save the Children to improve the lives of children in Mahottari district through education, health & nutrition, livelihood, and adolescent development.

Objectives 

CDAFN is planning to provide market-led vocational training to out-of-school adolescents from marginalized communities for the creation of new job replacements in Bardibas & Gaushala Municipality.

The overall objective of this consultancy is to provide Building Electrician training (Level 1) to 10 adolescents. The training aims to uplift the livelihood of adolescents by increasing income through Building Electrician business.

Scope of Work

The training program should cover the essentials of Building Electrician training including techniques of install, maintain, and repair of electrical systems in building & structures. The consultant/firm shall design and deliver a training based on CTEVT curriculum that covers the following topics:

  • Building Electrician training for 390 Hours (65 Working Days, 6 Hour/Day) to 10 adolescents.
  • Provide hands-on training to the participants using a combination of lectures, demonstrations, and practice sessions.
  • Provide Level 1 National Skill Certificate to the participants.

Expected Deliverables

The selected institute should provide the training as per the RFP and deliver the following tasks:

  • The training institute shall provide 390 Hours (65 Working Days, 6Hour/Day) Building Electrician training to 10 adolescents based on CTEVT curriculum.
  • The training institute shall conduct the training at Bardibas-1, Mahottari.
  • The training institute shall provide the Level 1 National Skill Certificate in coordination with National Skill Testing Board, CTEVT after completion of training.

Implementation Plan

The training will be conducted in a non-residential basis as the participants will be from the same municipality or adjoining municipality. The training institute need to manage essential basic equipment/instruments as per the need of training. The tentative start date and end date will be as follows: 

  • Start Date: 30 May 2024
  • End Date: 30 August 2024

General Qualification of the Training Institute/Trainers:

The training institute/trainers need to have the following qualifications:

  • More than 5 years’ registration and affiliated to CTEVT to conduct vocational training.
  • Qualified and experienced trainers (with TOT) to facilitate the training.
  • All the team members should have proven experience in vocational training. Detailed CV of the team members including academic qualification, training received, and work experience is required to submit before agreement.

  • Affiliation certificate of CTEVT
  • Company/institute registration certificate 
  • Tax Clearance 080/81 
  • Company profile
  • Past work experience along with experience Letter
  • Technical & Financial Proposal
  • If any documents/information are not available or not applicable, the reason(s) must be clarified in the proposal form. CDAFN will have the right to disqualify the proposals from the selection process if the proposal submission guideline has not been followed.

Budget

The training institute shall submit a total budget along with a detailed breakdown including all applicable taxes at the time of proposal submitted. The training institute shall bear all tariffs, duties, lodging, fooding, training venue rent, training materials cost, travel, salary, participant's insurance, participant’s snack, and participant’s travel during the execution of the work.

Timeline:

Contract sign: 25 May 2024

Training Start date: 30 May 2024

Training end date: 30 August 2024

Payment Schedule: 

The payment will be provided in three installments:

1st installment: 30% will be paid after contract sign

2nd installment: 40% will be paid after 30 working days as per attendance and progress report

3rd installment: 30% will be paid after Level 1 National Skill Certificate of CTEVT received by participants

Bid Assessment:

After evaluation of the proposals by the Procurement Committee, CDAFN will make award to the applicant, whose proposal provides the best value, considering both technical and financial factors. 

  • Technical-60% (Quality of proposal containing capacity statement for the assignment, methodology and implementation plan, qualification, team composition and experiences in relevant thematic sector/assignment)
  • Financial (Value for money)-40%

Submission Process:

Technical/financial proposal meeting RFP requirements should be submitted via email  pc@cdafn.org.np with the subject “Request for Proposal on Building Electrician Training” by 05 PM, 15 May 2024. Technical/financial proposal received after the specified date and time of the invitation will not be considered.
