Street Child hereby invites registered bidders to submit a proposal to this notice for “Build the Basics Documentary Production Consultancy”.
Organizational Context
Street Child is a non-profit organization established in 2008 that aims to support children living in vulnerable settings to ensure they have access to education, including the estimated 250 million school-age children worldwide who do not attend school.
Street Child works to ensure children are safe, in school, and learning - even, and especially, in low resource environments and emergencies. Street Child specializes in working with local level organizations for lasting impact. Since 2008, Street Child has supported 750,000+ children and 50,000+ caregivers across 20+ countries in Eastern Europe, South Asia, and Sub-Saharan Africa. Street Child is a dynamic and fast-growing British NGO recognized for an agile, ambitious approach and has an annual programmatic portfolio of $28M across a range of conflict and crisis context. From 2021 to 2025 we aim to reach one million children – while our national partners reach millions more. We target the most marginalized children and communities who are forgotten or left behind, through consistent outcome-oriented programming that enables adoption, adaptation, and scaling of successful interventions through national partnerships.
Overview
Since 2020, the COVID-19 crisis and consequent school closures have left 9 million children out of school in Nepal. Multiple national lock downs and school closures between March 2020 and February 2022, put children at the center of long-term effects of the COVID-19 crisis, leaving alarming gaps in learning. The staggering scale and scope of school closures has caused significant strain on state schools and aggravated an already chronic crisis of learning: Nepal’s average learning loss due to COVID-19 is equivalent to 3 years of schooling – highest average globally (World Bank 2022).
The pandemic of COVID-19 had detrimental impact on school education of Nepal because of nationwide lockdown and school closure. As a result, the Ministry of Education, Science and Technology ((MoEST) has developed the Recovery and Accelerated Learning (ReAL) Plan to support schools providing frameworks, mechanism and pedagogies. Thus, Build the Basics project is providing support to schools to regain the learning loss specifically through capacity enhancement of teachers by providing training on Teaching at Right Level (TaRL), innovative teaching and learning pedagogies to the teachers of primary level (Grade 3, 4 and 5) under the ReAL plan. Around 36,000 children benefited through the project, simultaneously enhancing the capacities of 1,800 teachers on literacy and numeracy across 600 community schools in the Madhesh and Karnali provinces.
To enhance the impact of the project, we are seeking a documentary filmmaker or production firm to capture and showcase the transformative journeys of participating schools and other beneficiaries. The documentary will illustrate the entire journey—from identifying the need for intervention, through the implementation process, to the outcomes and future directions. It should comprehensively cover:
- The initial need for the intervention
- Key steps and processes involved
- Stories of beneficiaries and their experiences
- Relevant data and assessment results illustrated through visual infographics
- The project’s overall reach and impact
This documentary will serve as a powerful tool for advocacy, engaging current and potential donors, and inspiring communities through real-life stories of change.
Terms of Reference (ToR) Documentary Production Consultancy: Create a documentary on the work of Street Child of Nepal in Madhesh and Karnali provinces for Build the Basics project.
Location: Dhanusha District, Madhesh Province and Salyan District, Karnali Province
Duration: 8 months with four field visits

Proposal Submission
Interested and eligible bidders are requested to submit their sealed bids to the Street Child of Nepal office at Thasikhel-13, Lalitpur, Nepal. The bid must be addressed to Street Child of Nepal and clearly labeled as 'Proposal for Build the Basics Documentary Production Consultancy'. It should include the full details of the applicant, including the name and address of the submitting organization. Any inquiries regarding this solicitation may be sent to operations.nepal@street-child.org by 18th August 2025. Responses to inquiries will be provided by 20th August 2025. The deadline for bid submission is 22nd August 2025.

Review and Approval
The consultant will work under the supervision of the Sr. Communication Officer and will report to the Program Manager for review and approval of deliverables. Regular feedback and progress updates will be provided throughout the consultancy.
