For Consultancy Support-Linkage Development Workshop at Banke District

1. Background

DEC Nepal has been implementing Empowering a New Generation of Adolescent Girls with Education (ENGAGE) Project in Khajura, Baijanath and Kohalpur Municipalities of Banke district for the inclusive education and empowerment of girls with disabilities, marginalized girls and boys with disabilities. ENGAGE has been funded by FCDO and led by VSO (Volunteer Service Overseas, Nepal). Handicap International (HI) has been leading the project in Banke and providing technical assistance.  

2. Project Overview

Empowering a New Generation of Adolescent Girls with Education (ENGAGE) is a consortium project, funded by the Foreign, Commonwealth and Development Office (FCDO). VSO is a leading the project and Handicap International (HI) has been taking technical lead on disability and inclusion. Banke, Parsa and Sarlahi are the project districts. ENGAGE project has developed and implemented to support Nepal government’s “School Sector Development Plan (2016-2023) - SSDP” which aims to improve the quality, equity, governance and management, efficiency, and resilience. 

ENGAGE primarily focuses on supporting 2525 numbers of out of school (OOS) marginalized girls that includes 262 children with disabilities from 10-19 years of age.Major interventions under ENGAGE are non-formal education for basic literacy and numeracy, preparatory classes for basic survival communication skills to the visually and hearing impairments, formal education support, employability skills development and enhancing girls with disabilities’ economic opportunities through linking them into the small-scale labour market. Additionally, the project supports resource classes and municipality to provide better educational opportunities to the girls with disabilities. Furthermore, Personalized Social Support (PSS) and Big sister mentoring approach are inbuilt into the programming approach of ENGAGE. International, national and community volunteers are providing mentoring and coaching supports to the primary actors, facilitators, and government authorities to accelerate the performance and maximizes the effect of project intervention. 

After the graduation from the non-formal education; those targeted girls have set their pathway either to; enrolling into formal education or life skill & livelihood. Project has now been successfully able to produce 888 entrepreneurs that are planned to connect with the locally available MFIs to engage them into sustained saving, credit, remittance, and micro insurance facilities (wherever applicable). 

Hence, this workshop aims to linkage the identified potential MFIs that could accommodate the project beneficiaries (primary actors) in the existing services and products and services which could accommodate the needs of the project beneficiaries. It is expected that engagement of MFIs will support in ensuring sustainability of livelihood options chosen by the primary actors. 

Furthermore, consultant need to deliver one day workshop at Banke District -14 workshop at Baijanath, Khajura and Kohalpur)to the VSO volunteers, staffs, including implementing partners, MFI, and primary actors. The content of the workshop will be developed by consultant with close coordination with DEC Nepal Team.

3. Deliverables

The following deliverables are expected from the consultant in due process of the assignment: 

  • Develop a concise document and PPT slides (PPT slides on Nepali)on importance of MFI in Nepali context.
  • Develop content on products of potential MFI of respective districts
  • Develop the methodology to linkage with primary actors and MFI
  • Deliver workshop at same days in three municipalities of Banke districts.
  • Provide finalized content-basedreport and way forward. 

4. Timeframe and estimated working days

This piece of work requires the minimum days of engagement of consultant - 6 days are required, 1 day for content development, 1 day for report writing. This task - development and delivery of the above-mentioned content- guiding document need to complete by 25th September 2022. 

5. Qualifications and experience of the consultant

The workshop should be led by a professional with degree and work background in livelihood, and it would be good if the person is experience in the economic development field.

i. Minimum a master’s degree in economics or social science or related fields 

ii. At least 4 years experiences on developing the content and delivering the workshop on MFI

iii. Extensive knowledge on disability, child protection, duty of care for children with disability during emergency and in general. 

iv. Excellent report writing skills in both English and Nepali.

v. Capacity to present the content in clear way to the district team in very simple manner as district team includes.

6. Submission of Proposal and required documents

  • Letter of interest 
  • Technical proposal which includes objectives and method with detailed timeline.
  • CVs of professional personnel proposed for the project
  • Financial proposal indicating consultancy fee and a breakdown of expenses. 
  • The technical and financial proposals must be submitted in separate sealed envelopes.
  • Copy of company registration certificate 
  • Copy of PAN/VAT registration certificate
  • 2-3 sample of previous work clips in line with the technical requirements of the project. 

7. Supervision

DEC Nepal will closely involve with the consultants to develop content of the workshop for an effective guiding document which will be productive for DEC Nepal as a whole and beyond.

8. Mode of Payment

Payment should be done through bank transfer. Thirty percent of the contract amount will be paid in advance after signing of the agreement/contract, remaining amount will be paid after delivery of the content and submission of training report. 

9. Intellectual Property

All information related to this content/ workshop slides will remain the property of DEC Nepal. Except for purposes of this assignment, the information will not be disclosed to the public nor used in whatever without written permission from DEC Nepal.
