The Centre for Mental Health and Counselling – Nepal (CMC-Nepal), a national-level NGO dedicated to promoting mental health and psychosocial well-being, is pleased to announce an exciting opportunity to join our team as a Provincial Liaison Officer under the Empowered Women Prosperous Nepal (EWPN) Project and GBV Prevention and Response-2 Project. Both projects are supported by the United Nations Population Fund (UNFPA), which aims to empower women and promote gender equality in Nepal in 18 districts across four provinces— Sudurpachhim, Karnali, Madesh and Koshi. CMC-Nepal focuses its activities on those projects on enhancing access to mental health and psychosocial support services for women and girls, particularly those affected by gender-based violence (GBV) and other forms of adversity. 

1. Job title: Provincial Liaison Officer  

Number of positions: 1 (One)

Duty Station: Dipayal Silgadhi Municipality, with field visits in project locations of Sudhurpachhim Province 

Position Overview: The Provincial Liaison Officer (PLO) will play a supportive role in the smooth functioning of the project activities to be implemented in both the EWPN and GBVPR-2 projects. He/ She will make follow-ups, review activities to be implemented and provide support to the PS/Health Coordinator and PS counsellors for activities implementation and writing event reports and coordinate with project staff to collect documents from the local level. Further, the person in this position will be responsible for coordinating activities at Doti, Achham, Bajura, Baitadi, Bhajhang, Kailali, and Kanchanpur districts, along with coordination at the provincial level and further providing technical guidance in health response. 

Roles/ Responsibilities:

  • Support to the PS and Health Coordinator in planning and implementation of project activities as per the approved work plan
  • Review quarterly planned activities and budget allocation, and follow up with the team for the timely implementation of the activities and recording of the expenses
  • Coordinate at the local level through PS counsellors for the activity planning and implementation in Doti, Achham, Bajura, Baitadi, Bajhang, Kanchanpur and Kailali districts. 
  • Coordinate with the project team for the necessary intervention and referrals to respond promptly in sensitive cases which need additional support. 
  • Support to psychosocial counsellors, case managers, CPSWs, and CPSW coordinators as required. 
  • Coordinate and collaborate with provincial-level authorities for GBV programming and mainstreaming 
  • Coordinate with UNFPA district team, LGUs and district-level stakeholders. 
  • Any other tasks asked by CMC-Nepal’s health coordinator and psychosocial coordinator as per need. 

Qualification and experience requirements: 

  • Must have a Bachelor’s degree in any one of the domains such as Social Work, Sociology, Public Health, Health Education, Management or Law. 
  • At least two years of extensive experience working with the local and provincial government and other stakeholders, preferably in GBV issues. 
  • Must be highly motivated to work in multi-cultural/ contextual and challenging situations and is expected to have strong coordination/ communication skills. 
  • Must have basic computer skills—MS Word, Excel, PPT, and be familiar with e-mail correspondence. 
  • The candidate should be knowledgeable in writing a report in English and Nepali languages, and is expected to have a learning attitude, and also that two-wheelers will be given priority.
