Job Description for Protection Officer

Position Summary

The Protection Officer is responsible for leading and coordinating the implementation of child protection, safeguarding, and child rights interventions under the Literacy Home and Out-Scholarship Support Project in Makwanpur. The position will work closely with Municipal Governments, Ward Offices, schools, Child Rights Committees (CRCs), caregivers, and communities to strengthen local child protection systems and ensure vulnerable children have access to safe, protective, and supportive environments.

The Protection Officer will support the implementation of child protection awareness programmes, child safeguarding initiatives, capacity-building activities, municipal coordination, and referral mechanisms while ensuring quality monitoring, documentation, and reporting of project activities.

Duty Station

Makwanpur, Nepal

Frequent travel to project municipalities, wards, schools, communities, and Literacy Home facilities.

Key Responsibilities

1. Child Protection Programme Implementation: 40%

  • Lead the implementation of all child protection and safeguarding activities under the project.
  • Facilitate Child Sexual Abuse Prevention Training (Good Touch and Bad Touch) in schools and communities.
  • Support the formation, strengthening, and mobilization of Child Rights Committees (CRCs).
  • Facilitate the development and operationalization of CRC Standard Operating Procedures (SOPs).
  • Conduct awareness programmes on child rights, child protection, safeguarding, violence prevention, and child well-being.
  • Support implementation of municipal and ward-level child protection initiatives and campaigns.
  • Ensure quality, timely, and effective delivery of project activities in line with approved plans and budgets.
  • Promote meaningful participation of children in project activities and decision-making processes.

2. Community Mobilization and Capacity Building: 20%

  • Build the capacity of teachers, caregivers, parents, community leaders, and child clubs on child protection and safeguarding.
  • Facilitate orientations, workshops, training sessions, and awareness campaigns for stakeholders.
  • Strengthen community ownership of child protection mechanisms and child rights promotion.
  • Support municipalities and schools in creating safer environments for children.
  • Promote positive parenting and child-friendly practices within communities.

3. Child Safeguarding and Referral Support: 15%

  • Identify child protection concerns and support timely referrals through established service pathways.
  • Coordinate with relevant service providers to facilitate access to support services for vulnerable children.
  • Maintain confidential records and documentation related to child protection concerns and referrals.
  • Monitor the well-being and protection status of children supported through Literacy Home and Out-Scholarship interventions.
  • Ensure safeguarding standards are integrated into all project activities.
  • Support safeguarding incident reporting and follow-up in accordance with organizational policies and procedures.

4. Coordination and Government Engagement: 10%

  • Coordinate closely with Municipal Governments, Ward Offices, schools, Child Rights Committees, and community stakeholders for effective implementation of project activities.
  • Support municipalities in strengthening child protection and safeguarding mechanisms.
  • Facilitate municipal and ward-level consultations, workshops, and coordination meetings.
  • Support the development and dissemination of child protection policies, SOPs, and safeguarding guidelines.
  • Establish and maintain referral linkages with relevant government and non-government service providers.
  • Maintain coordination with district and provincial stakeholders when specialized services or referrals are required.

5. Monitoring, Documentation, and Reporting: 10%

  • Prepare monthly, quarterly, and annual progress reports.
  • Maintain activity records, beneficiary databases, attendance sheets, and training documentation.
  • Collect, verify, and report project data against agreed indicators and targets.
  • Document success stories, case studies, lessons learned, and best practices.
  • Support project reviews, monitoring visits, assessments, and evaluations.
  • Ensure proper filing and documentation of project records.

6. Administrative and Financial Management: 5%

  • Prepare activity plans, procurement requests, and budget estimates.
  • Support advance requests, settlements, and activity documentation.
  • Ensure compliance with organizational policies, procedures, and donor requirements.
  • Coordinate logistical arrangements for trainings, workshops, meetings, and field visits.
  • Maintain accountability and efficient utilization of project resources.

Reporting and Coordination

  • Reports directly to the Project Coordinator/Programme Manager.
  • Coordinates closely with Municipal Governments, Ward Offices, schools, Child Rights Committees, community groups, and service providers.
  • Works collaboratively with programme, finance, administration, and safeguarding teams.
  • Maintains referral and coordination linkages with district and provincial stakeholders when specialized services are required.

Required Qualifications

Education

  • Bachelor's Degree in Social Work, Sociology, Development Studies, Psychology, Education, Rural Development, or a related field.
  • Master's Degree will be an added advantage.

Experience

  • Minimum three years of professional experience in child protection, safeguarding, social work, community development, or related fields.
  • Experience working with local governments, schools, and community-based structures.
  • Experience facilitating training, awareness programmes, and community engagement activities.
  • Experience in child protection referral systems and case support mechanisms is preferred.
  • Previous experience working with NGOs/INGOs will be an advantage.

Required Competencies

  • Strong understanding of child rights, child protection, and safeguarding principles.
  • Knowledge of Nepal's Child Rights Act, child protection standards, and relevant policies.
  • Strong facilitation, training, and community mobilization skills.
  • Excellent communication, coordination, and stakeholder engagement abilities.
  • Strong report writing, documentation, and data management skills.
  • Ability to work independently and manage multiple priorities.
  • Proficiency in Microsoft Office applications.
  • Commitment to child safeguarding, accountability, and ethical conduct.

Child Safeguarding Responsibilities

  • Uphold and promote organizational Child Protection and Safeguarding Policies.
  • Ensure all project activities prioritize the safety, dignity, and well-being of children.
  • Immediately report safeguarding concerns through established reporting mechanisms.
  • Maintain confidentiality and ethical standards in all interactions with children and families.
  • Promote a culture of accountability, inclusion, respect, and child-centered programming.
  • Ensure compliance with safeguarding standards across all project activities and partnerships.
