SNV’s WASH programming in Nepal:

SNV Nepal presently leads two WASH projects, WASH SDG and Beyond the Finish Line (Water for Women). The former focuses on urban sanitation in four cities in four different districts, following SNV’s approach Urban Sanitation and Hygiene for Health and Development. The latter focuses on rural water supply in eight rural municipalities in two districts, following SNV’s approach Area-wide Rural Water Supply Services. This portfolio can expand in future.

WASH SDG programme:

SNV implements the WASH SDG programme in four cities of Nepal: Khadak, Nepalgunj, Chandannath and Birendranagar. The overall goal of the WASH SDG programme is to improve health and quality of life of men and women across all social and ethnic groups through access to sustainable, inclusive, safe sanitation and improved hygiene practices. SNV is promoting disability inclusive development so that WASH facilities will be safe, accessible, and usable by everyone. SNV’s WASH SGD project since its inception has focused to frame solutions within a ‘citywide service chain approach’ and, define and promote viable options for business models for FSM services. SNV aims to work with local authorities to seek sustainable financing for viable FSM business models, business plans, encourage private sector participation and explore pathways for repayable funding.

It aims to sustainably improve access to, and use of, safe drinking water for at least 450,000 people, sanitation for at least 2 million people and improve the hygiene behaviours of 1,6 million people before the end of 2022.  The programme is built on three core strategic objectives: (1) increase demand for improved WASH facilities and practices; (2) improve the quality-of-service provision; and (3) improve governance of the sector. In addition, gender and social inclusion (GESI) and climate vulnerability and resilience (CVR) are integrated transversally in each of the three strategic objectives.

FSM is a development challenge in Nepal identified after country was declared open defecation free (ODF) through construction of thousands of on-site sanitation systems. Although FSM is receiving growing attention from government, development partners, FSM remains nascent in Nepal and to date investments that have been made are few and ad hoc. So, it is required to understand the demand side and develop appropriate SBCC strategies and campaigns to develop demand.

Objectives: 

Formulate 4 city specify SBCC strategies and detailed implementation plan/packages along with roles and responsibilities of concerned stakeholders to conduct community awareness programmes on sanitation, hygiene and FSM using SBCC material and tools (including the use of social media, videos, etc.). 2. Design and develop SBCC materials material and tools on WASH and FSM for building awareness. The four cities of Nepal are: Khadak, Nepalgunj, Chandannath and Birendranagar

Target groups:

The major target groups include, but not limited to, the following: 

  • Households having different types of sanitation/ containment system (Septic tank, Pit latrine, etc.) 
  • Municipal authorities (Mayor, Councillors, different committee members) and other relevant government officials 
  • Women and youth groups 
  • People living with disability/ies and their care givers
  • Dalits and ethnic groups
  • Low-income community 
  • Service providers
  • Educational institutions (School, College, University, etc.) 
  • Commercial and public places (markets, public toilets, parks, etc.) 
  • Local NGOs, religious leaders, social associations, 
  • Local media

Scope of work:

The firm will perform the following: 

  • Prepare comprehensive work plan under the guidance of SNV Nepal and the 4 municipalities, present and have approval by the committee
  • Preparatory work/Desk Review of existing SBCC materials/SBCC campaign strategy and documents relevant to FSM & WASH
  • Develop campaign/ awareness strategy and concept, consider the requirements of different groups of people while developing awareness strategy and concept 
  • Prepare SBCC materials with different formats and tools for community sensitization and awareness on FSM & WASH applicable to all 
  • Formulate a strategic and detailed implementation plan/packages along with roles and responsibilities of concerned stakeholders to conduct community awareness programmes using the developed tools.
  • Develop tools and materials, strategies and camapigns in English, Nepali, Maithili and Abadhi

Deliverables:

  • An inception report containing detailed work plan and review of all secondary documents 
  • Inclusive SBCC strategies aimed at 4 cities – 4 strategies customised to the local context in the cities, linked to the city sanitation plans, and overall municipal plans. These communications strategies will assess the most effective and impactful to engage communities, institutions on the key behaviours which will drive behaviour change to positively support city sanitation plans (per city)
  • SBCC materials and tools and module for community sensitization on FSM & WASH; the materials should be in both English and Nepali and Maithili and Abadhiand aimed at mass audience. 
  • Design campaign materials and messaging (tag line, visuals, etc.)
  • Strategic and detailed implementation plan/packages along with roles and responsibilities of concerned stakeholders, detailed period for different stages to conduct community awareness programmes 
  • Two blog posts – one at the outset after the inception report to detail out the process and methodology of the online trainings and what is aimed to be achieved; one blog post at the close of the project detailing out the outreach and impact
  • Support municipalities to develop 5-year approaches to BCC for City Sanitation Plans including budget, roles and responsibilities (SNV to lead this).

Methodology:

The firm will propose an appropriate methodology to design and develop the materials and plan for SBCC strategy and awareness raising campaign. The primary focus will be to understand current behaviour and attitudes, and identify various target groups (including users); key messages and effective approaches for the campaign/programme. The draft materials and plan/packages must be shared with SNV and municipalities for evaluation and approval. 

Qualifications and experience of the firm:

  • Team of professionals or experts having excellent technical knowledge on Social Behaviour Change Communication/ mass communication and awareness generation for at least 5 years 
  • Have experience on developing inclusive SBCC materials and participatory tools and strategic plan for awareness raising campaign at local levels for at least 3 years 
  • Significant track record in the development sector and in communication strategy development for Water, Sanitation and Hygiene (WASH) sector including FSM for at least 2 years 
  • Expertise on GESI and disability inclusion 
  • A demonstrated sensitivity and understanding of local culture and work practices 
  • Excellent analytical, communication and reporting skills 
  • Ability to meet deadlines.
