Context:

Migrant Protection Assistant (MPA) is core to Nepal Mission’s programme activities. This is particularly of importance in Nepal, as the country depends on the benefits of the migration and migrants. IOM Nepal has been implementing several MPA projects to support Government in addressing migrant’s protection concerns, including return and reintegration of the migrants.

The project entitled “Effective case management by strengthening Isolation centers and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19” intends to implement a twofold COVID-19 response to address the gaps and needs identified through the assessment. With a major focus on the migrants crossing the borders and priority to population facing additional vulnerabilities including women, children, elderly and persons with disabilities, the project aims to strengthen the capacities of six GCPs and isolation centers through supporting the Governments of Province 1, 2, Lumbini and Sudurpaschim. Coupled with the physical risk of COVID-19, it is identified that the migrants carry multiple psychological stress and vulnerabilities. As such, the project envisages to support the Government in their ongoing interventions at the targated areas with the provision of health response support, strengthened WASH capacity and ensuring the protection (including psychosocial first aid) of the migrants to further capacitate the government response for combating COVID-19.  Moreover, Displacement Tracking Matrix (DTM) will be implemented for flow monitoring including at informal GCPs, which would be instrumental in attaining readily available COVID-19 and other humanitarian needs information for better-targeted, multi-sectoral assistance to at-risk populations in need.

Under the direct supervision of the Project Assistant (MPA) and the overall supervision of National Program Officer, the incumbent will assist with migrant’s Protection areas of work of the Mission.  

Core Functions / Responsibilities:

1. Support in developing Standard Operating Procedure (SOP) for establishing the referral mechanism to strengthen the protection support services for vulnerable migrants in need.
2. Assist in designing the migrants vulnerability and assessment screening forms in line with IOM’s Handbook on ‘Protection and Assistance for Migrants Vulnerable to Violence, Exploitation and Abuse and Emergency Manual, for identifying  protection & gender concerns and needs of distressed migrants.
3. Closely coordinate, follow up and assist Implementing Partners (IPs), CSOs, NGOs, for ensuring the basic protection services (shelter, psychosocial counselling, GBV services, basic medical assistance, referral support services) delivered to identified and referred vulnerable migrants beneficiaries.
4. Assist in establishing cooperation and coordination for mobilizing referral protection support services from local stakeholders, specialized service providers, CSOs, NGOs, Social organization to address the protection concerns of migrants and their communities in particular of the migrants affected by the COVID-19. 
5. Closely coordinate with the Psychosocial First Aid (PFA) Officer to ensure the counselling services are delivered to the targeted migrants populations and stakeholders
6. Assist to design and implement a capacity building training program for IPs, CSOs/NGOs, local stakeholders to support the delivery of programme activities on Migrants Protection Assistance (MPA) for strengthening protection services to migrants communities at the isolation centers and Ground Crossing  Points.
7. Support in development of contextual  protection training, information tool kits (Posters, manuals, brochures) for disseminations on rights and availability of immediate protection services at the GCPs and Isolation Centers.
8. Assist in regular monitoring protection services and work of implementing partners, including the administrative, programmatic, and technical assistance to partners as required.
9. Regularly maintain migrants database, analytical statistical report of migrants beneficiaries to ensure gender inclusion in line with IOM’s gender mainstreaming guideline for emergency operations project/program.
10. Support the Project team on regular Protection reporting, including facilitating the preparation of interim and final donor reports in accordance with IOM procedures and donor requirements
11. Collect and systematically organize and analyze existing information from Academic, IOs, UN, NGO, and governmental sources working in areas of migrants and protection 
12. Maintaining electronic filing system of all referred and vulnerable migrants befitted protection services to ensure that all the relevant documents are recorded in an organized manner.
13. Support in promoting IOM’s achievements, producing visibility material, newsletters on migrants protection.
14. Conduct monitoring field visit to observe and assess project protection activities at the ground crossing points and isolation centers.
15. Undertake duty travel relating to project/programme activities, as required.
16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree from an accredited Institute in Gender Studies, Human or Social Science, Migration Management, with three years of relevant working experience; or
• High school degree/ certificates with at least five years of relevant working experience.

Experience 

• Experience in working with International Organization, Government and Diplomatic authorities is an asset.
• Ability to manage logistic and administrative aspect of the projects.
• An experience in the area of return and reintegration, resettlement, Airlines field an advantage.
• Experience in liaising with government and diplomatic authorities as well as with the national and international institution.    
• Familiar with financial and business administration.
• Experience in drafting narrative project reports and project documents. 

Languages

• Fluency in English and Nepali is required.
