Project Officer

Details / requirements:
As part of its longer-term programming, DCA in Nepal seeks to address the persistent marginalisation and limited political participation of LGBTIQ+ communities. As part of this, DCA together with its expert partners seeks to strengthen the LGBTIQ+ led civil society organisations (CSOs) by enhancing their capacity, amplifying data-driven advocacy and constructive engagement with the government agencies, policy-making bodies and political parties in Nepal.
DCA in Nepal hereby invites applications, for the position of Project Officer from qualified candidates to empower and amplify civil society initiatives that foster the meaningful participation, representation, and dignity for LGBTIQ+ communities in Nepal's political landscape (processes and structures). Preferences will be given to applicants from LGBTIQ+ community.
Project Officer-1 position:
They will be based at DCA’s Country Office, Kathmandu and will report to the Programme Manager (Fight Extreme Inequality). This job demands work travel to project areas particularly Madesh, Lumbini, and Sudurpaschim provinces.
They will be responsible for supporting effective planning, implementation, coordination, monitoring, and reporting of the project activities, working closely with implementing partners, stakeholders, and project teams throughout the project lifecycle. They will support partner organisations in day-to-day implementation of project activities in line with workplans and timelines, maintain regular communication to track progress, identify challenges, and provide necessary technical and operational inputs, compile and review reports submitted by partners, ensuring data accuracy and complaints.
Key Responsibilities:
- Regular communication and collaboration with partner organisations, CSOs, government stakeholders including political parties at local, provincial and federal levels for effective delivery of day-to-day activities as per work plan.
- Coordinate and provide technical support in day-to-day implementation of targeted activities, ensuring these are carried out according to plan and within budget. Also keep track and provide regular updates on its progress to DCA team.
- Support Partners and Programme Manager in monitoring and evaluation of project activities. Collect and analyse data and work with MEAL Manager to measure project outcomes and effectiveness.
- Collaborate with cross-functional teams, including project team, finance, and other units, to ensure smooth coordination and execution of project activities.
- Coordinate with media house, journalist, legal professionals, political parties as per activities and DCA Communication Unit for developing awareness raising campaign and podcast etc.
- Ensure that the initiatives comply with Do No Harm approach, relevant laws, regulations, and organizational policies.
- Identify, consult and suggest mitigation risks and issues that may affect project implementation and outcomes.
- Review and compile quarterly and annual reports from partners and draft regular donor reports on project activities, progress, and outcomes. Maintain accurate documentation of project-related information, including budgets, data and other records.
- Provide technical as well as operational inputs to partner organisations and CSOs. Additionally, support the project team in procuring services during the project cycle as per work plan.
- Support to identify the capacity gaps and provide training, mentoring support to CSOs, partners and right holders to enhance their skills and knowledge related to project implementation.
- Continuously seek opportunities for innovation and improvement in project design, implementation, and impact. Proposing and implementing changes to enhance programme effectiveness and efficiency.
Qualification, Skill and Knowledge:
- At least Bachelor’s preferably in Law, Development Studies or Social Sciences with technical expertise and knowledge in human rights, civic engagement, and LGBTIQ+ legal frameworks. Masters preferred.
- Similar working experience of 3 years in LGBTIQ+ rights, political participation and governance
- Have experience in providing training and mentoring support to CSOs, partners and right holders.
- Relevant experience in handling social media, content writing related to human rights, equality particularly for marginalized groups and LGBTIQ+
- Experience of research and evidence-based policy advocacy.
- Verbal and written communication as well as report writing skills both in English and Nepali.
- Role model for diversity, inclusion and belongingness.
