Panchtara Yuwa Samrakhak Manch (PTYSM) is a non-profit, non-governmental humanitarian and development organization registered with the District Administration Office, Jajarkot, and affiliated with the Social Welfare Council. Established in 1997, PTYSM is run by dedicated young development professionals and social workers with extensive experience in rural development. Operating in Karnali Province, the organization focuses on improving food security, nutrition, livelihoods, education, disaster risk reduction (DRR), humanitarian response, protection, and disability inclusion for marginalized communities. PTYSM’s mission is rooted in equity, inclusion, and resilience, with a commitment to ensuring that women, disadvantaged groups, and persons with disabilities benefit from its interventions.
About the Project
The Karnali Earthquake Recovery: Inclusive Livelihood Project aims to support vulnerable populations, including Persons with Disabilities (PWD), through inclusive livelihood opportunities, advocacy initiatives, and empowerment of Organizations of Persons with Disabilities (OPDs). This project has implemented in Jajarkot and Rukum West districts in partnership with CBM Global Nepal, runs from September 2024 to December 2027. The project’s overall objective is to improve disability-inclusive and accessible recovery programs and restore livelihood opportunities for earthquake-affected households through risk reduction and climate-adaptive technologies.
Specific Objectives:
- Restore inclusive livelihoods through improved skills and access to disaster- and climate-resilient options.
- Ensure local recovery programs are disability inclusive.
Key Result Areas:
- Result 1: Local youth, women, persons with disabilities, and marginalized people have improved technical skills for inclusive reconstruction and entrepreneurship.
- Result 2: Increased self-employment opportunities for earthquake-affected people.
- Result 3: Enhanced livelihood resilience for persons with disabilities and other vulnerable groups through climate-smart agricultural practices.

PTYSM invites applications for the Project Manager under Karnali Earthquake Recovery: Inclusive Livelihood Project
Location: Khalanga, Jajarkot with 40% field visit to project locations.
Duration of Contract: Annual
Role purpose:
The Project Manager will be responsible for planning and organizing project activities, making sure of people and resources mobilization, coordination with rural and urban municipalities and timely preparation of the reports. This person will be overall responsible for the implementation of the activities, managing the team and overall project management. S/he will also supports for the strategy development and leads for strengthening policies and profile of PTYSM Nepal. S/he is responsible for developing organizational relation and networking with related District and local level stakeholders. Represent organizations/project in the district and local level forums. The position will organize performance discussion meetings with Programme Director, as well as other team members annually.

Staff directly reporting to this position: Field Supervisors, Livelihood Officer, MEAL, Documentation and Reporting Officer, Administration and Finance Officer and Disability Inclusion Officer

Main role and responsibilities:
A) Planning, and Implementation
- Take overall leadership in project planning, monitoring, and reporting of the CBM Global Nepal funded Project in close coordination and consensus with Programme Director.
- Take lead role in developing the detail implementation plan to ensure timely implementation of project activities
- Prepare monthly teamwork plan, individual work plan and monitoring plan as per project document and organizational policy.
- Coordinate with DDMC, DCC, OPDs, CSOs and Local Governments for implementation of project activities in collaboration and resource sharing modality for sustainability of interventions.
- Support the board members for the project related activities in advocacy campaign, awareness raising, capacity building and networking and collaboration.
- Coordinate with various OPDs in the project municipalities for their effective engagement in the advocacy, lobby, access to justice accessibility and livelihood opportunities.
- Contribute to achievement of project monthly and quarterly operations and quality KPIs of the project.
- Prepare different periodic narrative reports needed for the organization and partners as guided by the project requirement.
- Prepare case studies, ensure that all results, achievements, and outputs are properly documented.
- Facilitate capacity building of OPDs, persons with disabilities, project team through training, coaching, mentoring, and sharing information.
- Coordinate with district and local level government stakeholders, internal and external stakeholders, right holders, OPDs, agricultural and livestock units of municipality and to engage them in the project activities to implement the project activities run smoothly.
- Have good knowledge and experience on Climate SMART agriculture, Farmers Field School, Graduation approach and technical capacity on agriculture promotion in rural area.
B) Coordination and Advocacy
- Coordinate with district, and Palika level authorities and relevant stakeholders for policy advocacy work, disability inclusion issues, fundraising, knowledge management, resource sharing and sustainability issues.
- Build relationships with key stakeholders including the OPDs, PDMC, DDRC, DCC and other district stakeholders.
- Develop and implement advocacy strategy in coordination with other stakeholders.
- Support team to organize team meetings, workshops, trainings, and review meetings; mentor and guide them and monitor their activities
- Support to make advocacy strategy to the board of PTYSM to influence at province and local level to bring a comprehensive policies and program on disability inclusion.
C) Reporting and communication
- Prepare monthly and quarterly update and share with Programme Director and CBM Global Nepal as matrix reporting.
- Review the report submitted by MEAL, Documentation and Reporting Officer and support him/her for finalization process.
- Maintain regular communication with related stakeholders and other partner organizations.
- Ensure that reports are submitted in time with quality standards.
- Take lead role in communication with government partners and related stakeholders
- Ensure dissemination of information to all concerned in a regular basis.
- Undertake responsibilities of overall financial management of the projects
D) Monitoring and Evaluation
- Ensure development and implementation of Quality Benchmark (QBM), MEAL plan, Beneficiary Tracking Sheet, Indicator and Activity Tracking, submission of Field Visit Report by all staff in time.
- Carry out all other tasks as per need and assigned by Programme Director including support and attend, weekly, monthly, quarterly, and annual meetings and learning events.
- Support project staff to comply with government policy and adhere to donor requirements
- Develop various tools and formats to collect the project data from national level and province/districts/municipalities/OPDs.
- Develop reporting format for regular reporting
- Ensure reports have captured data, progress, results, achievements, challenges, case study and lesson learned etc.
- Conduct internal quarterly review of program, operational, finance to collect lesson learnt, good practice and provide feedback for improvement if any.
E) Organization and Program Development
- Support team in new program development initiatives
- Support to strengthen organizational capacity and sustainability of the organization
- Maintain regular coordination with local government, CBOs, CSO, OPDs and partners/members
- Organize meetings as directed by the Programme Director.
- Support to develop new concept notes and diversified funding opportunity of organization.

QUALIFICATIONS AND EXPERIENCE:
- Master’s degree in Agriculture Science or Development Studies, International Development, Disaster Risk Management, Environment Science with Agriculture background in bachelor’s degree or in certificate level.
- Minimum 5 years professional experience in Livelihood Project/Program Management in I/NGOs.
- Better understanding and experience in Disability Inclusion.
- The knowledge and experience to implement graduation and farmer field school livelihood approaches in the real field.
- Excellent coordination, collaboration and relationship building with development agencies, government, and donors.
- Well versed in project management including planning, monitoring, financial and budget management.
- Excellent analytical, reporting, documentation and communication skills.
- Team building skills and ability to work in a diverse team and difficult terrain.
- Fluency in written and spoken English.
