JOB DESCRIPTION – PROJECT FINANCE MANAGER

Job Purpose
To manage the financial operations of donor-funded projects, ensuring proper budgeting, fund utilization, donor compliance, accurate reporting, strong financial controls, and timely audits.
1. Grant & Budget Management
- Prepare project budgets and budget revisions.
- Monitor project funds, utilization, and budget burn rate.
- Review cost allocation and project expenditures.
- Prepare cash-flow forecasts and funding requirements.
- Conduct budget-versus-actual and variance analysis.
2. Donor Compliance
- Review donor agreements, guidelines, and financial requirements.
- Ensure expenses are eligible, properly approved, and adequately documented.
- Monitor compliance with donor procurement and financial procedures.
- Ensure proper documentation and financial controls.
3. Project Accounting & Reporting
- Maintain project ledgers, cost centers, and financial records.
- Review timesheets, advances, expenses, and project transactions.
- Prepare timely donor and management financial reports.
- Ensure reconciliation of project accounts and balances.
4. Audit & Compliance
- Coordinate donor and statutory audits.
- Prepare audit schedules and supporting documents.
- Respond to audit queries and follow up on audit observations.
- Ensure corrective actions are implemented.
5. Team & Management Support
- Supervise and guide project finance staff.
- Coordinate with Program, Procurement, HR, and Administration teams.
- Provide financial advice to management and project teams.
- Identify financial risks and recommend corrective actions.
Key Performance Indicators (KPIs)
- Zero avoidable donor-ineligible expenditure.
- 100% timely donor financial reporting.
- Accurate and timely budget monitoring.
- Project expenditure within approved budgets.
- Timely reconciliation and clearance of advances.
- Timely resolution of audit observations.
- 100% compliance with required financial documentation.
- Accurate and timely cash-flow forecasting.
Qualification & Experience
- Master's degree in Finance, Accounting, Management, or related field.
- Professional accounting qualification (CA/ACCA/Semi-CA) will be an advantage.
- 3+ years of relevant finance/accounting experience, preferably in donor-funded projects/NGOs.
- Strong knowledge of budgeting, financial reporting, donor compliance, and audit.
- Good Excel/accounting software skills.
