CDC Doti is a Provincial non-profit organization, NGO working for the social and economic empowerment of people under the vulnerable zone and community. It was established on 16/09/2049 B.S and has been serving since 30 years for the same cause for social empowerment, inclusive and quality access to education, Disaster Preparedness and Humanitarian Response. Over the period since its inception, CDC has had long experience working with government, international non-government agencies, community based organization in various sectors of social and economic development. In addition, CDC supports community capacity strengthening for rural development, community groups and people on advocacy development in various sectors. CDC believes in human potentials and strives to empower social well-being, community-led development, accountability to community, donors and stakeholders, government and non-government agencies. In this period CDC Doti has developed strong networking, professional relationship among various organizations, networks and structures in the district and province . CDC has hands-on experience on social development, capacity strengthening of local level government, community based organization in Nepal.

Background of Organization: 

The Community Development Centre (CDC), established in B.S. 2049 by a group of dedicated development professionals and activists, is a well-recognized non-governmental organization with more than three decades of experience in community empowerment. With strong technical expertise, robust financial systems, and deep understanding of the local context, CDC has successfully led inclusive and multi-sectoral programs in Sudurpaschim Province. Its work spans across inclusive education, health, WASH, disaster risk reduction, youth engagement, child protection, and women’s empowerment. By addressing pressing challenges such as inadequate infrastructure, harmful social practices, governance gaps, low educational performance, and persistent barriers for marginalized groups, the organization has played a pivotal role in driving sustainable improvements in the lives of vulnerable communities.

On behalf of the project “Support to Gender Equality and Social Inclusion” in the health sector (S2GESI) of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), CDC will implement the project “Community Empowerment through Gender Transformation” in Panchadewal Binayak municipality of Achham District and Triveni Municipality of Bajura District.   The project works to empower marginalized communities and community members, especially women, persons with disabilities, youth, and other underrepresented groups,  as well as community-based organizations to claim their health rights, challenge harmful social norms, and engage with local authorities to promote inclusive, gender-responsive, and accessible health services. By strengthening collaboration and dialogue between communities, local governments, and health service providers, the project enhances accountability and contributes to more equitable and responsive health systems. It supports communities in critically reflecting on and transforming discriminatory gender norms, increasing awareness of health rights and entitlements, and creating spaces for constructive dialogue to jointly identify solutions to local health challenges

To support the implementation of this initiative, we are looking for motivated and dedicated professionals to join our team in the following roles: one Project Coordinator and two Field Supervisors for Panchadewal Binayak municipality and Triveni municipality. Hence, CDC is seeking qualified, dynamic and motivated Nepali citizens on following position for smooth implementation of the project activity. Following Position:

1. Project Coordinator- 1 Position 

Purpose of position:

The Project Coordinator (PC) will be responsible for the overall planning, implementation, coordination, monitoring, and reporting of “Community Empowerment through Gender Transformation” Project. The role focuses on promoting equitable access to resources, participation, and decision-making for women, men, persons with disabilities, and marginalized groups in the health sector, ensuring that project interventions contribute to improve in access to basic health services and inclusive and sustainable community development

This position reports to: Executive Director, Programme Manager and funding agency

Based at: CDC central office (Silgadhi, Doti), with frequent travel to Triveni and Panchadewal Binayak municipalities.

Responsibility

1. Lead the overall planning, execution, and monitoring of project activities in line with approved plans and donor requirements.

2. Ensure that GESI principles are integrated across all project interventions and organizational practices.

3. Coordinate and support field teams to implement activities related to empowerment of female and male members, person with disability, youth and other marginalized and/or underrepresented community groups/members, leadership development, inclusive governance, and social accountability.

4. Facilitate the formation and strengthening of local networks, women’s groups, and inclusive committees to promote gender-responsive actions.

5. Ensure timely implementation of activities in collaboration with local governments and relevant stakeholders, especially health and women/children section and GESI focal persons. 

6. Maintain effective coordination and communication with project partners, local government bodies, community-based organizations, and other stakeholders.

7. Represent the project in coordination meetings, workshops, and review sessions at municipal and district levels.

8. Support joint planning, monitoring, and learning events with relevant stakeholders to enhance project visibility and collaboration.

9. Develop and implement project-level monitoring and reporting systems aligned with donor and organizational frameworks.

10. Collect, analyze, and document data, case stories, and good practices related to gender equality and inclusion outcomes.

11. Prepare monthly, quarterly, and annual progress reports with evidence-based results and lessons learned.

12. Provide technical backstopping and mentoring to field staff on gender mainstreaming, inclusion, and social accountability tools in the health sector. 

13. Facilitate orientations, trainings, and workshops for local stakeholders, community groups, and staff on GESI-related topics (e.g. GESI mainstreaming in program planning, implementation and monitoring)

14. Promote learning and innovation in gender-responsive project approaches and practices.

15. Prepare activity budgets and ensure effective financial management within the approved budget framework.

16. Monitor expenditures and ensure adherence to donor and organizational financial policies.

17. Maintain accurate records and prepare reports on project progress, communicating key findings to project team and stakeholders

18. Document good practices and learnings 

Requirement education/skill

1. Bachelor’s degree (Master’s preferred) in public health, Gender Studies, Sociology, Development Studies, Social Work, or a related field with  Staff Nurse or Health Assistance 

2. Minimum 3 years of relevant experience in managing or coordinating gender equality, women’s empowerment, Health sector support or social inclusion projects.

3. Proven experience in coordination with local governments, civil society, and community groups.

4. Strong understanding of GESI frameworks and the health system of Nepal. (Additional Knowledge on health insurance, social security scheme, national policies, and strategies, gender transformative approach, local level planning process (especially the 7-step-planning process and social audits) is an added value.)

5. Experience in report writing, documentation, monitoring and data management.

6. Strong leadership, coordination, and team management skills.

7. Excellent facilitation, communication, and interpersonal abilities.

8. Sound analytical and problem-solving skills.

9. Commitment to gender equality, inclusion, and social justice principles.

10. Proficiency in MS Office (Word, Excel,PowerPoint)  and basic data management tools

11. Ability to work under pressure and travel frequently to field locations.

12. Supervise and provide technical guidance to field supervisors.

13. Ensure that project activities are aligned with the project plan, donor requirements, and organizational standards.

2. Field Supervisor- 2 Position 

Purpose of position:

The Field Supervisor will be responsible for planning, implementing, monitoring, and reporting field-level activities of the “Community Empowerment through Gender Transformation” project. The role focuses on empowering women, persons with disability, youth, marginalized, and vulnerable groups through socio-economic initiatives, capacity-building, and community engagement, ensuring that gender equality and inclusion principles are mainstreamed across all project interventions, like field level training to different group/committee members, group meetings, facilitation dialogues, support in street drama and health related camping's, 

This position will report to: Project Coordinator 

Based At: Triveni municipality of Bajura  andBajura   Pachadewaland Pachadewal Binayak Municipality of Achham District (one in each municipality)

Responsibility

1. Lead and supervise field-level implementation of GESI project activities in coordination with the Project Coordinator.

2. Ensure timely delivery of project outputs in line with the work plan and donor requirements.

3. Facilitate community mobilization, group formation, and strengthening of women’s groups, youth groups, multi sectoral committee. 

4. Coordinate with local government (especially health and women/children section and GESI focal persons), health sector providers, Female Community Health Volunteers (FCHV), community-based organizations (CBOs), and relevant stakeholders to promote gender-responsive planning and inclusive decision-making.

5. Support the integration of GESI principles into local policies, plans, and service delivery mechanisms

6. Support to organized the community-level training, orientation, and awareness sessions on gender, social inclusion, leadership, and rights-based approaches.

7. Mentor women leaders and marginalized community members to enhance participation and leadership in local structures.

8. Represent the project at ward/municipality-level coordination meetings, workshops, and community events.

9. Maintain effective communication with project stakeholders, including local government, civil society, and community leaders.

10. Promote inclusive participation and accountability mechanisms at the community level.

11. Facilitate community-level activities, mobilization, and capacity-building sessions with women, youth, PwDs, Dalits, and marginalized groups.

12. Maintain regular communication with local ward offices, municipal representatives, and community stakeholders.

13. Provide timely field reports and updates to the Project Coordinator and MEAL team of CDC.

Requirement education/skill

1. Bachelor degree in Social Sciences, Health, Gender Studies, or a related field with (ANM/AHW/HA/Staff Nurse)

2. Minimum 2 years of experience in field-level project implementation, preferably in gender equality, social inclusion, or community engagement projects.

3. Strong understanding of GESI, Gender Transformative approaches, social inclusion frameworks, health system, health insurance, social security scheme and empowerment approaches.

4. Experience working with women’s groups, youth, persons with disabilities, CBOs, cooperatives, or local government structures.

5. Skills in facilitation, coordination, and participatory planning.

6. Good communication, reporting, and interpersonal skills.

7. Willingness to travel frequently to different wards/places of same municipality.

8. Commitment to gender equality, inclusion, and human rights principles.

9. Good teamworking and communication skill Analytical and problem-solving ability.

10. Respect for diversity and sensitivity to cultural contexts.

11. Accountability and integrity in all aspects of work.

12. Based primarily in the project field area with frequent travel to communities.

13. Skill in MS Office in word, Excel, PowerPoint, outlook
