Lumanti Support Group for Shelter is a non-government organisation dedicated to the alleviation of urban poverty in Nepal through the improvement of shelter conditions. At Lumanti, shelter means the whole living environment, therefore, Lumanti's activities are wide-ranging. They include shelter upgrades, micro-finance, education and children's programmes, good governance, gender equity and advocacy. Lumanti means "memory" in the Newari language. The organization was established in 1993 in the memory of Ramesh Manandhar who died in a plane crash in 1992. Ramesh was a driving force behind moves in the early 1990's to raise awareness about urban poverty and shelter conditions.

LUMANTI is a non-profit making organization established in 1993. It is dedicated to the alleviation of poverty in Nepal through the improvement of shelter conditions. Since its establishment, Lumanti has been focusing its work in the informal settlements and marginalized communities in the cities and towns of Nepal. It focuses on slum upgrading, housing projects, saving and credits, water and sanitation interventions, Disaster Risk Reduction (DRR), research, advocacy, strengthening community organizations and many more. It operates with the core value and belief of spiritual attitude and behavior and creating a happy environment where work is not taken as a burden but as a contribution to the larger good of human beings.
1) Background and Description:
Understanding Disaster Risks and the Current State of Disasters in Jeetpursimara Municipality Nepal is at high risk of disasters such as earthquakes, floods, fires, storms, pollution, road accidents, droughts, heavy rainfall, lightning, pandemics, hailstorms and cold waves. In times of disasters, effective mobilization of humanitarian assistance and clearly defining the responsibilities of the concerned bodies are crucial, and disaster preparedness and response planning plays a vital role in this regard.
Disaster preparedness plays an important role in minimizing possible human casualties, damage to property, and basic services during disasters, and in ensuring effective mobilization of humanitarian aid. Thus, it is essential to strengthen disaster preparedness and emergency response mechanisms to reduce the damage to human life, development infrastructure, and services that may result from natural and non-natural disasters.
Due to the shift from a fatalistic mindset to a better understanding of disasters, the process of disaster risk reduction has paved the way for institutional development in the country. However, much work remains to be done to make emergency humanitarian assistance more spontaneous, effective, and accessible to affected populations.
This effort is being hindered by fundamental issues such as the country’s geography, poverty, and lack of public awareness. Since global disaster risks are increasing and sustainable development goals cannot be achieved without reducing these risks, it is necessary to work on various aspects of disaster management.

To implement the various laws and procedures mentioned earlier, Local Disaster and Climate Resilient Plan (LDCRP), Disaster Preparedness and Response Plan (DPRP), and Local Adaptation Plan of Action (LAPA) are currently being implemented at the local level. However, due to the presence of multiple documents of similar nature, there has been increased resource expenditure and confusion in implementation. Acknowledging this, and to prepare and implement effective disaster and climate-resilient plans at the local level, an Integrated Local Disaster and Climate Resilient Plan was approved on 2081/1/22 B.S. by the 22nd meeting of the National Executive Committee for Disaster Risk Reduction and Management. Based on this, the Local Disaster and Climate Resilient Plan for Jeetpursimara has been proposed.
For effective disaster risk reduction, it is essential to map hazards in all wards of the municipality and formulate the LDCRP by integrating disaster risk management into the development process and systematically incorporating it into periodic plans. Among various programs and plans aimed at enhancing disaster response capacity, the Disaster Preparedness and Response Plan (DPRP) will serve as an important document. It defines roles and responsibilities to protect human life and critical assets during emergencies.
In line with existing laws and regulations, during a disaster, the Local Disaster Management Committee and the municipality, in collaboration with the District Disaster Management Committee, and with support from the provincial and federal governments, must identify emergency operations and early recovery activities. The plan should clearly outline the key activities for disaster risk reduction, the lead and supporting institutions responsible for implementation, as well as the timeline and budget projections for both pre-disaster and during-disaster actions.
2. Objective:
The primary objective of the Local Disaster Response Plan is to ensure timely, effective, and coordinated response during disasters. Based on this, the specific objectives are:
- To mainstream disaster risk reduction and management into sectoral development plans and formulate the municipality’s disaster and climate-resilient plan.
- To develop a local disaster risk reduction and management strategic action plan.
- To prepare a Disaster Preparedness and Response Plan (DPRP) for the municipality based on the disaster risk profile.
- To localize global plans such as the Sendai Plan for Disaster Risk Reduction (2015–2030), the Sustainable Development Goals (SDGs 2015–2030), and the Paris Agreement (2015) within Jeetpursimara Municipality for disaster risk reduction, early warning systems, and reconstruction.
- To make arrangements for preparedness, response, search and rescue, protection of life and property, security, relief, support, and the management of safe emergency shelters during disasters, and to take immediate action for public asset protection and private/commercial disaster management.
- To define the scope of action for all wards and communities, ensuring active participation in preparedness and response. This involves identifying and analyzing the prevalent hazards in all 22 wards of Jeetpursimara Municipality through participatory methods, and preparing the municipality's disaster risk profile based on ward-level discussions and findings.
- To enhance adaptability and flexibility in disaster and climate-related issues by improving learning capacities and adopting localized approaches according to the ground realities of Jeetpursimara Municipality to strengthen its resilience to disasters and climate impacts.
4. Project Scope:
- This study and analysis will be limited to the geographical area within Jeetpursimara Municipality.
- It will be based on currently available data regarding the geographical and land-use conditions.
- The risk analysis will rely on information gathered during consultations and discussions, as well as existing data available within the municipality.
- The project will follow a participatory rapid assessment approach, using appropriate tools and methodological processes for disaster risk analysis.
5. Scope of Work:
- Review and analyze national, provincial, and local laws, rules, guidelines, and reports related to disaster management as per the required scope for the development of this plan.
- Review the annual policies, programs, plans, and budget of Jeetpursimara Municipality, as well as previous disaster management activities.
- Conduct ward-level meetings in all 22 wards of Jeetpursimara Municipality to perform hazard mapping and analyze the short-term and long-term impacts of disaster-induced risks.
- Develop questionnaires and forms for disaster risk analysis within the municipality.
- Collect data on existing hazard-prone areas in the municipality through mobile applications.
- Organize consultations and discussions with stakeholders for disaster analysis in the municipal area.
- Based on ward-level discussions, prepare the municipal-level disaster risk profile.
- Based on the profile, develop Jeetpursimara Municipality’s Disaster and Climate Resilient Plan and the Disaster Preparedness and Response Plan (DPRP)
6. Expected Outcomes:
- Hazard exposure, vulnerability, and capacity analysis will be conducted in all 12 wards of Jeetpursimara Municipality.
- A municipality-level disaster risk profile will be prepared, which will serve as the foundation for the Disaster and Climate Resilient Plan and the Disaster Preparedness and Response Plan (DPRF).
- Based on the risk analysis, Jeetpursimara Municipality will mainstream disaster risk reduction into sectoral development plans and promote the concept of resilience building.
- Prepared the Strategic Action Plan for Disaster Risk Reduction of the Municipality.
- It will support self-assessment processes within the municipality, enhancing internal evaluation and planning capacities.
7. Beneficiaries/Targeted Group:

- Policymakers, planners, and all stakeholders involved in the implementation of disaster management programs and plans
- Researchers, organizations, and local government bodies
8. Qualification and Experience:
- Master's in any faculties.
- Have at least 5 years of experience in disaster risk management planning and policy formulation.
- Proven experience in developing and implementing disaster and climate resilient plans, policies, and strategies.
- Experience working with government agencies, NGOs, or international organizations on disaster and climate resilience projects.
- Strong understanding of relevant international plans such as Sendai Plan for Disaster Risk Reduction, Paris Agreement, and Sustainable Development Goals (SDGs).
- Demonstrated ability to conduct risk assessments, vulnerability analysis, and prepare disaster management plans.
- Excellent report writing, communication, and stakeholder engagement skills.
- Prior experience in capacity building and training related to disaster and climate resilience is preferred.
9. Duration of the work:
- The total duration of the project will be 2 months.
