Shechen Karuna Nepal is working in Nepal since 2020 with the vision to create a just society without poverty, a society in which all women and men live a life of dignity, enjoy their rights as active citizens of Nepal. Through integrated development program it aims to provide people with better livelihood opportunities, improved health conditions, sustained environment, quality education and continued economic development, ensuring that development-related activities are demand driven and sustainable. As defined by the VISION 2025, a strategic guidance, Shechen Karuna Nepal has been working in three regions Terai, Mid-Hills and High-Hills (mountains) in five inter-connected thematic sectors; 1. Health and Hygiene 2. Education 3. Food Security 4. Economic Development 5. Environment By working in these sectors, Shechen Karuna aims to provide people with opportunities to reduce poverty, vulnerability and inequality, ensuring that development-related activities are gender sensitive, socially inclusive, demand driven and sustainable, and that the most vulnerable are empowered to sustained their effort. Shechen Karuna works in close coordination local governments and civil society organizations to support marginalized, socially excluded and economically poor communities.

Details / requirements:

PROGRAMME MANAGER - FOOD SECURITY AND ECONOMIC DEVELOPMENT 

Shechen Karuna is a Non-Profit Organization based in Kathmandu with field offices in remote areas of Nepal. Shechen Karuna supports and works with Rural Municipalities of Nepal to implement projects in 5 thematic areas, which are Food Security, Economic Development, Education, Health & Hygiene and Environment. 

General responsibilities (Overall purpose): 

  • Contribute to institutional strategy development process in the areas of thematic responsibility
  • Responsible for managing, and supervising projects and ensuring its quality at field level.
  • Responsible to support sub-offices for the effective use of budget, logistic and material resources in delivering activities in timely and efficient manner
  • Lead the thematic area with contribution to project cycle management
  • Establish and maintain linkages with project stakeholders, representation and lead advocacy activities at municipality and province level. Coordinate with MEAL Department for effective design and development of monitoring tools and activities, and support project evaluation 

Specific roles and responsibilities:

Strategic Management

  • Steer strategically the Food Security and Economic Development projects in coordination with the Line Manager
  • Contribute in developing and updating institutional strategies, strategic country guidelines and policies
  • Proactively lead to implement the assigned projects in the field, using Detailed Implementation Plan (DIP), Standard of Operating Procedure (SOP), action plans, relevant follow-up and monitoring tools

Project Management

  • Lead to field implementation of the projects under his/her thematic responsibility 
  • Ensure proper implementation of project activities and local coordination and compliance 
  • Carry out field monitoring of project activities and outcomes, bringing a critical look to activities, outcomes, challenges, solutions, adjustments and impact. 
  • Responsible for timely completion of project activities as per the project document and budgetary plan
  • Monthly analysis of budget vs. actuals, adjustments in program spending and allocations
  • Develop quarterly action plans in line with annual/ detailed implementation plan

Program Coordination

  • Establish, liaise and maintain a network of contacts with Government of Nepal (GoN), Rural Municipalities; other NGOs and I/NGO and relevant entities of Government of Nepal in the area of intervention in the project location (and province) to ensure ShechenKaruna’s visibility 
  • Proactively coordinate with M&E, Communication, External Relation and other departments as necessary to achieve the result of assigned projects. 
  • Coordination with the Admin and Finance Team to ensure budget monitoring, expenditure etc. 
  • Maintain effective and efficient coordination and cooperation with the Local Government authorities and relevant stakeholders in order to implement project activities smoothly
  • Participate in relevant coordination meetings and prepare notes/minutes for submission to the Line Manager 
  • Support and lead field visits as assigned by the Senior Management Team (SMT)

Monitoring, Researching and Reporting 

  • Support MEAL Department to carry out assessment and research as per the need of the delegation 
  • Conduct research in the concerned thematic areas both inside and outside the country on best practices and new developments, and accordingly disseminate the learnings to both MEAL Department and SMT.
  • Contribute to the monthly, quarterly, annual and (high quality) in line with the project document.

Education / Qualifications & Experience

  • Master’s degree in Agriculture; Agro-MBA; Forestry or any other relevant degrees
  • At least 5 years of work experience in development sectors in managing Food Security and Economic Development projects especially Agro-Based production; Agro-Forestry; Value Chain Analysis and Development; Agro-Based Business Model; Access to Finance and Market
  • Strong commitment and willingness to travel to and work with remote and underprivileged communities 
  • Demonstrative project management capacity (field)

Contract Duration: Regular position, with annual renewal basis January to December yearly

Offered Salary: Basic starting from NPR 70,000 monthly and with other fringe benefits as per labor law and HR policy of organization.
