Established in 2008, FIAN Nepal works to promote and advocate for the realization of the Human Right to Adequate Food in Nepal, with a particular focus on vulnerable and marginalized communities.

Job Summary
The Program Officer will be responsible for the implementation of the project “Promoting the Right to Food and Food Sovereignty through Community-Led Agroecology Practices”, including overall planning, implementation, monitoring, documentation, and reporting of project activities at the local level. The position will focus on promoting agroecological practices, strengthening community institutions and networks, supporting people-led advocacy on the Right to Food and Food Sovereignty, and facilitating engagement with local governments and other stakeholders. The incumbent will strengthen the capacity of Right to Food (RtF) Promoters and mobilize them for effective project implementation.
The role will play a key part in ensuring effective project delivery, accountability, and compliance with organizational requirements and those of the funding partner.
Key Responsibilities
- Ensure project planning, implementation, monitoring, evaluation, documentation, and reporting at the field level.
- Promote agroecological practices among smallholder farmers and document existing agroecological initiatives and good practices.
- Facilitate community awareness and capacity-building activities on the Right to Food, Food Sovereignty, climate change, nutrition, governance, and local planning processes.
- Strengthen community groups and networks, and support their institutional development.
- Facilitate people-led advocacy initiatives, public hearings, social audits, and evidence-based campaigns to promote and claim the Right to Food.
- Identify, document, and report cases and issues related to violations of the Right to Food and related human rights.
- Establish and maintain effective coordination with local governments, civil society organizations, community-based organizations, and other relevant stakeholders.
- Facilitate training, workshops, meetings, and interactions among communities, government bodies, and networks.
- Prepare periodic work plans, progress reports, case studies, success stories, and other project documentation.
- Conduct regular field monitoring, review, and reflection meetings to assess progress and improve program quality.
- Support field-based documentation, evidence generation, and policy advocacy related to the Right to Food, Food Sovereignty, agroecology, and climate justice.
- Strengthen the capacity of Right to Food (RtF) Promoters, community groups, and RtF networks through training, mentoring, coaching, and continuous technical support to enhance their knowledge, leadership, advocacy, and organizational development.
- Ensure transparent and accountable use of project resources in compliance with organizational policies and donor requirements.
- Support team learning, collaboration, and knowledge-sharing initiatives.
- Represent FIAN Nepal at municipality and district-level forums and meetings as assigned.
- Perform any other duties assigned by the Line Manager and Project Manager.
Qualification and Experience:
- Bachelor’s degree in Agriculture, Social Work, Sociology, Rural Development, Natural Resource Management, Environmental Science, Management, Law, or a related field.
- Minimum five (5) years of progressively responsible professional experience in the development sector, particularly in agroecology, climate change adaptation, human rights, community mobilization, advocacy, local governance, and community empowerment.
- Demonstrated experience in project planning, implementation, monitoring, evaluation, reporting, and documentation.
- Strong commitment to safeguarding, gender equality, social inclusion, and protection of vulnerable and marginalized communities in all project interventions.
- Proven experience in people management, team building, mentoring, and performance management.
- Strong knowledge and practical experience in promoting agroecological practices, strengthening community institutions and networks, and facilitating people-led advocacy initiatives.
- Excellent coordination, networking, facilitation, and stakeholder engagement skills, particularly with local governments, civil society organizations, and community-based organizations.
- Good understanding of human rights-based approaches, particularly the Right to Food and Food Sovereignty.
- Strong analytical, strategic thinking, and problem-solving abilities, with a commitment to learning and innovation.
- Excellent report-writing and communication skills in both Nepali and English.
- Proficiency in computer applications, including Microsoft Office, and basic financial and budget management practices.
- Willingness to travel frequently to project areas and work in remote locations.
