Details / requirements:

Save the Children together with its partners is implementing the SABAL program in Okhaldhugna district funded by USAID 2014-19 in the field of Livelihood, Health & Nutrition and DRR/CCA. It aims to increase resilience for targeted vulnerable community in Nepal, and is being implemented in close coordination with the Government of Nepal Ministry of Agriculture Development, Health and Population, Federal Affairs and Local Development and other relevant line ministers, district level line agencies and local NGO Partners.

Forum For Rural Development (FORD) is a local NGO established in 2000A.D in Okhaldhunga district and currently awarded USAID funded SABAL Program. Hence, FORD Nepal Okhaldhunga is seeking applications from local qualified, experienced, self-motivated and result oriented Nepalese citizens for following positions to implement SABAL program in 28 VDCs. (Ragani, Pokali, Tarkerabari, Gamnangtar, Yasam, Narmadeshwar, Raniban, Singhadevi, Fulbari, Fediguth, Sisneri, Palapu, Kalika, Khijichandeshwari, Khijiphalate, and Khijikati, Shrechaur, Prapcha, Harkapur, Bigutar, Rangadip,Baruneshwor, Kuntadevi, chyanam, Katunje, Mulakharkha, balakhu and Bilandu)

Position:Program Officer  

Department / Location: 70% SABAL working VDC and 30% at PNGO headquarters at Sabal project Office. This position will be based at the PNGO.

Reports to: Program Coordinator

Supervision: Agriculture Technicians, Sabal Facilitators & Support Staff

Job Purpose

Program Officer will be responsible to accelerate the project activities through day to day planning, and monitoring of the Sabal program to ensure the quality at the district and VDC level. S/he oversees and contributes to implement the Sabal program in the community in close coordination with respective PNGO team. 

Job Responsibilities:

  • Supportive supervision to enhance the ability/capacity of subordinates and field teams on management, technical enhancement through training, coaching and mentoring. 
  • Support to Program Coordinator to prepare monthly, quarterly and annual result based reports. 
  • Carryout performance appraisal of subordinates and recommend to Program Coordinator according the organizational rules and regulations. 
  • Prepare monthly action plan and mobilize the team members to implement planned activities with standard quality.
  • Support field based staff todeliver quality trainings to Sabal beneficiaries including local stakeholders such as VDC, WCF, VWASHCC, HFOMC, LDMC etc.
  • Support to prepare project visits, supervise the project activities and keep records of progress, best practicesetc.
  • Enhance coordination, linkages and advocacy with the local stakeholders and ensure the Sabal program activities are incorporated in local planning process and increase VDC block grant on livelihood, health, nutrition, WASH, DRR and climate change adaptation related activities. 
  • Enhance effective utilization of available resources to ensure resiliency of the target populations. 
  • Collect, document and share the quality case stories that has brought change by Sabal work.  
  • Support to advocate for accessing the state mechanism and resources through empowering our target groups/beneficiaries.
  • Participate in intensive monitoring visit along with Sabal district team. 
  • Overall program planning, monitoring and qualitative & quantitative result documentation of health and nutrition focused working area. 
  • Support to prepare individual field trip report, monthly work plan, collect and maintain file for reference.
  • Work closely with DMDO and Finance Officer to track progress and expenses of project fund on timely manner. 
  • Ensure the regular groups (livelihood, EFHP, health mother group and CDMC) and stakeholder meetings such as VNFSSC, VWASHCC, and WCF etc.
  • Perform other duties assigned by the line manager. 

Job Specifications (minimum job requirements)Qualification:

  • Bachelor in social science with experience in social mobilization, experienced to produce a better-quality result based report. 
  • Preference will be given to the person with paramedical academic qualification with Bachelor in Social Science.
  • S/he must have at least 3 years’ practical experience in social mobilization in the similar position. 
  • Willingness and ability to work on stressed condition.
